<br />capacity, three of which are being mounted on trucks and_will give us added prOtection. These
<br />trucks will carry, in addition to the pumper, ladders, hose, fire extinguishers and other
<br />equipment. When completed, we will have six such units and will give the City much needed
<br />increased protection. We were fortunate.during the year.in securing priorities for two new
<br />fire epginesof Nack design, one of 750 gallon c~Oacity and one of 1,CO0 gallon capacity; also
<br />a 85'~ aerial truck of Peter Pirsch make. It is expected that the truck will be delivered in
<br />April and the ladder within ninety days. However, due to government regulations, there may be
<br />some delay, but it is my sincere hope that all of the equipment will be delivered by the
<br />of June.
<br /> The City h~s purchased two life nebs,one to be carried on the aerial
<br />truck and one on the City service truck. This additional life saving feature is welcomed by
<br />the Fire Department, because the need is great as a protective 2suture in the event of fires.
<br /> During t9~2, the Department answered 971 alarms which was an in
<br />crease of 53 ever the year 195t. The Department answered twenty four calls for the inhalabor,
<br />ten were dead on arrival and fourteen were revived~by the inhalator squad.
<br /> The approximate fire loss was $167,105.50, an increase of $62,259.
<br />over the year 1941.

<br />.HEALTH DEPARTNENT

<br /> The Health Bepartment, which was established as an independent
<br />branch of the City Government during ~he latter part of the year 19~l,.added many new servicesl
<br />during 1~2, which included e~oansion of their program o f controlling communicable diseases,
<br />holding nurses~ classes, expanded laboratory services, restaurant ~nd food inspection en!arged~
<br />s~nitaryp rogram revised and improved by the installation o f an inaependent milk sanitation
<br />program. . .
<br /> There has been a great increase in the cost of supplies and neces-
<br />sary equipment and our load in this Department has been greatly increased. We have two addi -
<br />tional people on ~he City payroll, one from the StateDepartment and an additional Public
<br />Health nurse from the U.S. Public Health Service.
<br /> It was the misfortune of this Department to lose the services of
<br />D. W.Nurden, who baa served the Oity faithfully over a number of years.
<br /> Ttis Department is doing everything within its power and wilt con-
<br />tinue to do anything necessary to protect the health of our citizens.

<br />PUBLIO_.SERVIOE DEPARTMENT
<br />
<br /> During the year 1~2, we had great difficulty in maintaining the
<br />collection of refuse and the repair of our streets. The first was due to the limitation of
<br />man pewee and higher wages paid by construction and naval establishments with which the'City
<br />government found it impossible to compete. ~ne difficulty with reference to street repair
<br />was due to our inability t~ secure asphalt from the Federal Government. ~ehave had a great
<br />a~oun~ of turnover which has constantly caused us to ~eplace existing ~ersonnel with inexper-
<br />ienced men. tn addition, we have found it lmpossiOle to secure trucks and we are at this
<br />time working on securing additional equipment from t~e Office of Defense Transportation.
<br /> in 1~O, 1~3,~2~ ~ons of trash an~ garOage were collected at a
<br />cos~ of'$19,137.O5. In 1~,2, we collected 213,954 tons at a cost of $35,256.00. In round
<br />figures, ~here was an increase of five per cent in tonnage and cost.
<br /> ~ite ~f~en, the question o f street improvements is brought to oar
<br />attention, but~due ~o asphalt products Oeing critical materials and essential in many pluases
<br />of the war program, this is impossible ~o secure. It is needless to report that there is a
<br />shortage of tanks and tank cars ~o move asphalt, due to the need of fuel oils for War demands
<br />I doubt seriously whether munl$ipalities will be allowed asphalt during the coming year for
<br />anything except vital~maintenance work.
<br /> We did about $15,000. new ~rk during the year and did a consider-
<br />able amount of pa~ rig. The Federal Government assisted us by expending about $368,000. for
<br />pavement covering First St., Seventh St., Gosport Road and Green St. A. considerable amount of
<br />drainage, street extension, sanitar~ sewers andstreet cleaning was accomplished by this ~e -
<br />par~ment andevery effor~ ~s made So keep the street clean and t~ collect the garbage and
<br />trash as expeditiously as possible.
<br /> Under the Lanham Act Community Facilities Bill, the City has asked
<br />for considerable assistance f~om the Federal Governmett. It is not the intention o f the Oity
<br />to propose or ask for Federal aid on any p rejects except those made necessary by the influx
<br />of people to this community.
<br /> The 0ity will share its responsibility in all of this enlarged Pro-I
<br />gram necessitated by War work, and will only seek Government a sslstance ~uhen and if we feel
<br />it can be JUstified and the need is critical."
