Grimes, Russell M. Hall, <br />James N. Howard, ~. R. Hutohins, Frank D. Lawrence, C. E. Warren, <br />Pearls J~ ~Wilson and Arthur S. Owens, City Manager. <br /> <br /> Minutes of regular meeting held Mayllth, 1943, and called meeting of May <br />!?th, were read and approved. <br /> <br />The following communications from the City Maneger were read: <br /> <br /> let - "I ha. ye appointed Ed Ray Morgan a nd Elton M ..~rgan as regular Police <br />officers, effective May 2Oth~ 1943. <br /> George W. Moffatt hms been appointed Substitute Patrolman, effec- <br />tive May 2Otb, 1943. <br /> Ss B. Cooke has been appointed regular engineer in the Fire Depart- <br />ment~ effective May 15th, 1943." <br /> <br />On motion ordered filed. <br /> <br /> 2nd - "i have been advised by Dr. W. Ross Cameron, Director of Public <br />Health, U.S. Public Health Service, through the State Department of Health has assigned Mr. <br />Phillip Grossman, Laboratory Technician of the UJ S. Public Health Service to work in the bac- <br />teriological laboratory of the City of Portsmouth. <br /> This will be of great assistance to Mr. Lawrence, our bacteriolo- <br />gist, who has been carrying the increased burden of that department for a number of years.~ <br /> <br /> On motion ordered filed. <br /> <br />3rd - <br /> <br />The City Ean~gsr presented the following resolution: <br /> <br />"WHEREAS, the United States of America has previously <br />filed condemnation prooeedings o n 52.48 acres o f land <br />consisting of part of the City~ ome property, and <br />WHE ~REAS, the lease provides for an annual rental of <br />$502. , and - <br /> WHEREAS, t~W~s is~ln furtherance of the War effort, <br />oNOW, ~HEREFORE, Be it Resolved bv the 0ouncil of the <br />m~y cz Portsmouth, Virginia,-t ha~ the proper officers <br />be authorized to approve the execution of the lease." <br /> <br />vote: <br /> <br /> On motion of Mr. Hutchins, said resolution was adopted. <br /> <br /> 4th - The Manager presented the following resolution~ <br /> <br /> "WHEREAS, the Coast Guard has requested the use of a <br /> portion of the old Cathole property running f rom the <br /> present bridge east to the water, an area covering <br /> 6.3 x y~ feet, and <br /> -~BEAS, in furtheraace o f the '~r effort, the City <br /> has been requested to grant use of th~s property to <br /> the United S~ates Ooast Guard Portsmouth Depot, and <br /> WHEREAS, the Coast Guard owns the property up to the <br /> east boundary of tfae land designated, <br /> NOW, therefore, BE IT RESOLVED, by the Oouncil of the <br /> City o~ Portsmouth, Virginia, that the proper officers <br /> be authorized to execute necessary conveyance of this <br /> land to the United S~ates Coast Guard, with the condi- <br /> tion that the 0athole drain be kept ope~."~ <br /> <br />On motion of Mr. Fox, said resolution was adopted, and by the following <br /> <br /> Ayes: ~igh, Fox, Grimes, Hall, -Howard, Hutchins, <br /> ~awrenoe, Warren, Wil~n. <br /> Nays: mone <br /> <br /> . 5th - "Please authorize the proper officers of the City to enter into an <br />agreement ~th the Seaboard Air Line Railway, relative to ceBtain easement ri ht e <br />board, which are explained fully in the attached document." ' g s _ n the Sea- <br /> <br />Resolution - <br /> <br />"~H~REAS, the Seaboar~ A~r Line Railway has entered <br />ln~o an agreement with the City of Portsmouth, au - <br />thorising the CiGy to have easement rights on its <br />property for~a 24" cast iron pipe, and <br /> WHEREAS, extension of this pipe is valuable to the <br /> people, <br /> NOW, THEREFORE, BE IT RE~OLVED, by the Council of the <br /> Oity of Portsmouth, Virginia, that the proper officers <br /> be authorized to execute the contract ~t~ the ~eaboard <br /> Air Line Railway.~ <br /> <br /> On motion of Mr. Hutchins, said resolution w~s adopted, ~nd said contract <br />was ~oproved and by the follo~ng vote~ <br /> <br /> <br />
