Wilson presided. <br /> <br />Minutes o f regular meeting held July 27th were read and approved. <br /> <br />The ~ol_o~ing communications f rom the City Manager were read: <br /> <br /> let - "A local dealer has offered to sell the City six new motorcy- <br />cles ~ud accept six of our old ones as trade-ins. <br /> The total cost of the new machines, including transfer of mi- <br />nor eq~ment, etc., is $1,OOOoO0. <br /> I am therefore respectfully requesting an appropriation of <br />that amount of money to secure t?~is new equipment. ~ <br /> <br /> Motion of Nr. Fox that an appropriation of $1,000. for said purpose <br />be laid on the table until next meeting, was adopted. <br /> <br /> 2nd - "I have appointed <br />Police Officer~ effective July 31et, 1943, and C. S. <br />August let, 1~4~." <br /> <br />On motion filed. <br /> <br />H~ Snyder to the position of Substitute <br />Daniels _eg~lar Police Officer, effective <br /> <br /> 3rd ~The contract between the Virginia Smelting Comoany, the Coun~ <br />of Norfolk and the City of Portsmouth for water supply to West Norfolk is being dra~. <br /> I hope it will be ready for presentation to the City Council <br />at its next regular meeting." <br /> <br />On motion filed. <br /> <br /> ~th - ~'On recommendation of the 0ity Engineer~ I have filed with the <br />State Highway Department the City's intention to make claim for improvements and de~aages to the <br />streets and ~ghways in the City of Portsmouth, under Section lO of the Defense F~ghway Act, to <br />the extent of approximately $500,OOO.OO~ <br /> This claim is made because the streets ~ud highways of our <br />City have been materially damaged by heavy C~vernment trucks serving the military ~o~rces of the <br />Army and Navy, by troops, s~d by veP~cles of con~ractors with the various Government agencies <br />in connection with the prosecution of the War effort." <br /> <br />On motion filed. <br /> <br /> 5th - "I am in receipt of a report from L. McCarthy Downs~ Auditor <br />of Public'Accounts, relative to the affairs of the Clerk of the Hust~nos Court of the City of <br />Portsmouth, for the calendar year 1942. <br /> <br />Mr. Downs, in a portion of his report, quotes as follows: <br /> <br />,The Clerk and his office assistants are deserving <br />of especial commendation for the e~oellent manner <br />in which the records have been prepared. <br /> The examination disclosed that full accounting had <br /> been made for all funds of record coming int6 the <br /> custody of the Clerk for the period covered.'" <br /> <br />On motion filed. <br /> <br /> 6th - "I have been advised by John T.
