Leigh, Lesiie T. Fox, George L. Grimes, Russell M. Hall, James N. <br />Howard, W. R. Hut~hins, Freak D. Lawrenue, C. E. Warren, PeArls J. Wilson <br />and Arthur S. Owens, 0ity Manager. <br /> <br />Minutes of the regulaP meeting held August lOth, 1943, were read and ap - <br /> <br />The following communications from the City. Manager were read: <br /> <br /> 1st - "Pursuant to a resolution adopted at the last meeting of th~ Council <br />Mr. Felix Reifschneider and Mr. Yost of the Office of Defense Transportation, calle~ at my of- <br />fice. Mr. Heifschueider was advised that Mr. Roberts had been in the City with a copy of the <br />Council's resolution, with instructions to M~. P~ifschneider to present a new transportation <br />plan for the Oity. <br /> Mr. Reifschneider advised that the Oouncil did no~ have to adopt <br />this plan unless it saw fit; that it would be presented at an early date. However, up_ to the <br />present time, no official word has been received." <br /> <br />On motiono rdered filed. <br /> <br />George <br /> <br />H.Baldwin i s <br /> <br />2nd - ~I have been advised by Dr.'NUrgolo that the condition of Officer <br />such fha2 he Will be partially permanently disabled. <br /> I feel that Baldwin should be retired at half salary." <br /> <br /> Notion o f Er. Wilson tO appropriate $363,00, for said purpose, was adopted, <br />and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Hall, Howard, Hutchins, LawrenSe, <br /> Warren, Wilson. <br /> <br />Nays: None <br /> <br /> 3rd - "The Industrial Commission of the State of Virginia has advised me <br />~t, effective the week beginning August let, we are to pay Mrs. R.E. Heir, widow of the late <br />P.J. Heir, $39.00 semi-monthly, for three hundred weeks, plus $150.OO for burial expenses. <br /> I am'therefore requesting the sum of $540,00 to pay this for the <br />bal~uce of the year." <br /> <br /> Motion o f Mr. Grimes to appropriate $5~O. OO from Water Department funds <br />for said purpose, was adopted, and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, <br /> Warren, Wilson <br />Nays: None <br /> <br />Hall, Howard, Hutchins, <br /> <br />Lawrence, <br /> <br /> 4th - "You referred to me at the last meeting of the Council, a petition <br />signed by residents of the 900 block of Hamilton Ave., pertaining to the street in f font of <br />their homes. <br /> The Engineer has road machined and oiled this area and the holes <br />have also been filled." <br /> <br />On motion ordered filed. <br /> <br /> 5~h - "The City has received, through May, for garbage collection service <br />t~ housing units, the sum of $13,916.95. <br /> I am recommending that this amoun% be appropriated to Account 316 <br />Trash and Garbage Account, which has been expended to date." <br /> <br /> Motion of Mr. Hutchins to lay an appropriation of $13,916.95 for said pur- <br />pose, on table until next meeting, was adopted. <br /> <br /> 6th - "I am in receipt of the following letter from~ Mr. Frederick Gutheim, <br />Field Representative of the National Housing Agency, Washington, D. <br /> <br />~This will advise you that priority assistance <br />to permit the construction of 100 hotel rooms <br />in Portsmouth, has been established by the <br />National Housing Agency. <br />Applicants for assistance under this program <br />should apply directly to'the Federal Housing <br />Administration in Richmond.~ <br /> <br />On motion ordered filed. <br /> <br /> 7th - "I would appreciate an additional appropriation of $7,000.00 to Ac- <br />count VA 4~-317, to complete the payment of land on the Health Center project." <br /> <br /> Motion of Mr. Lawrence to lay an appropriation of $7,000. for Health Center <br />Project VA 44-317, on table, until next meeting, was adopted. <br /> <br /> 8th - "Due to the great amount of work this year, it will be necessary to <br /> <br /> <br />
