<br /> ,We, the undersigned residents i n the vicinity of tha four ~nd five hundr~
<br />blocks of Madison St., this City~ take this me~ns of voicing our protest against the establish~
<br />ing .of a restaurant on the property at 429 Madison St. owned by Mr. ~.W. Ridenho~r.
<br /> To qualify our protest, we list the following reasons:- l. The residen~ at 429 Madison St. formerly operated a grocery
<br /> business on tha proper~y mentioned. On several occasions, it
<br /> was necessary to report the insanitary conditions of the
<br /> refuse from his s~ore decayed me,ts, vegetables, cardboard
<br /> cartons, paper, e~c.- ~o the health department. For days it
<br /> lay uncovered and strewed upon the ground°
<br /> A restaurant on thi~ property~ because of past eXp_eriences
<br /> with the grocery business, will certainly result in more
<br /> conditions of this sort.
<br /> 2. We understand tka~ the restaurant that plans to ooen at
<br /> ~29 Madison S~. is to be ~quipped with automatic music
<br /> bo%es, ~ometimes called "Jute boxes~.
<br /> The neighborhood in ~nich Mr. Ridenhour and we live is a
<br /> residential one - made up for the mos~ par~, of goverr~nent
<br /> . employees, working at all skiffs, ~no need their rest, par-
<br /> ticularly in such times as these.
<br /> A restauran~ will, in itself~ create a public nuleance~
<br /> not to mention such automatic musical equipment.
<br />
<br />If we felt that the present w~r-time conditions neceesi
<br />tared the opening of another restauran~ to take care of
<br />the influx of defense workers in our vicinity, we should
<br />hesktate ~o pro, est. Bu~, in ~he eleven ~un~red block of
<br />Fourth St., le~s than t~ blocks from the property of 429
<br />Madison Bt., there are six resvaurants and several fruit
<br />businesses. It would seem that thes~ could q~ite adequately
<br />take care of the situation as far as our community is con
<br />cerned,
<br />If it were necessary for Mr. Ridenhour to open such an es
<br />tablishment for the purpose of ~s livelihood, there would
<br />be less j~st cause for complaint. But, he is very ~nGoess-
<br />ful in the renting of h~s property - apartments on the se -
<br />cond story of his residence, and he, himself, is employed
<br />by the Government in the Norfolk Navy Yard.
<br />~aerefore, we as permanent residents of our community, for
<br />these reasons, to mention but a few, ask your immediate
<br />co-operation in our efforts to. oppose the opening of a
<br />restaurs~ut on the property of q2~ Madieon ~t. in this City.

<br />~ur-o~_0se of reviewing the general policy of operating the Portsmouth City Stadium, the~Young
<br />en~s Civic organization feels it timely~to reques~ that the said committee, in its investi
<br />gation,~ consider the pligh~ of the I.G. Norcum High School, since this ~oparently forgotten
<br />unit of the City School System also has a football ~e~ that plays regularly scheduled games.
