<br /> On motion of Mr. Howard, the rules were suspended to hear Mr. F.U.
<br />Ross on transportation. ~. Ross stated that t~s company had received fr m

<br /> ~se ~ransport~ion, uhree p~ans of operation P~an ~l to save ten per cent of gasoline,
<br />Plan ~2 to save twenty per cent of~gasoline and ?lan ~3 to save thirty per cen~ of gasoline,
<br />and it was not his intention t6 discard ~uy line, but to curtail some of the lines and he would
<br />keep the Council informed.

<br /> Mr. Howard stated t~hat the brief sent to the Office of Defense Trans-
<br />portation had been .referred to Mr. Reifschneider for report.

<br /> Minutes o~ regular meeting held October 26th were read an~ approved.

<br />2nd - "I am in receipt of the following letter from the Superintendent

<br />first reading:

<br />~e School Board, at its meeting last night, discussed the
<br />possibility o f th~e being a general increase in the salaries
<br />of the City employees on account of the increasing high cost
<br />of living. In order to place the school employees in a posi-
<br />tion to be considered for an increase in salaries, the Board
<br />unanimously passed a resolution requesting the City Council
<br />~o provide additional funds over and above the amount requested
<br />in the Budget suomit~ed on October 2nd, of $43~850.O0, or an
<br />increase of 10~ in the basal pay of all school employees.
<br />Will you please submit tYnis to the City Council for its consi-
<br />deration in making up ~he~Budget for the year 19447"

<br />Motion of Mr. Hutckins to refer to 194~ Budget Conference, was adopted.
<br />3rd ~ "I am reques~ing that the following ordinance be placed on its

<br />'AN OPDINANCE PROVIDING'FOR THE BUDGET RECEIPTS AND
<br />EXPENSES FOR THE YEAR 19~."

<br />Fox to place said ordinance 6n its first reading, was
<br />Hutchins ~o set December l~th as an open meeting for

<br /> 4th - "I have appointed W. T. Brown, Sr., Supervisor of Taxicabs and
<br />Transportation in the City.
<br /> The new ordinsnce controlling taxicabs became effective Novem-
<br />ber 1st, end the City expects to revoke the permit of any individual failing to comply with the
<br />ordinance, and Mr. Brown has instructions to enforce the ordinance fully.
<br /> I do not recommend any change in the orddnance at th~s time,
<br />as it is imperative that we control the speed of taxio~os on the streets, in order to protect
<br />our citizens."

<br /> 5th - "Attempts have been made to return to the 0ity some of the
<br />rackets that ~.3ere going on-here sometime ago. I have been ~oproached by interests desiring to
<br />place forty slot machines in the City, which requires $500.00 for each one.-
<br /> My office expects, with your'full endorsation, to continue the
<br />drive against rackets, boot-legging, prostitution, etc.; therefore, I sum requesting concurrence
<br />from this body in order that I may continue with my plans."

<br /> 6th "I am ~nclosino a letter from the Federa~ Works Agency, rela
<br />rive to Project VA 44-349, reporting that request for Federal assistance on the construction
<br />of a colored hospital for Portsmouth had been refused.~
<br />
<br /> Motion of Mr. Lawrence to refer back to the Manager, was adopted.
<br />
<br /> 7th - "I am in receipt of a letter from Thomas M. Job~son, Special
<br />Assistant United States Attorney, relative ~o the use of certain s~reets connecting our sewer
<br />line on Douglas Ave. with the Barlow Farm.
<br /> The City Attorney is of the opinion that the case should be
<br />closed- I ~m therefore recommending that authority be granted the Chairman of the City Council
<br />to execute the agreement.
<br />
<br /> ~otion of Er. Hutohins ~o concur in the Manager,s recommendation, was
<br />adopted.
