<br /> This suggestion was submitted to City Mamager Owens in Mr. Simmons'
<br /> letterof Sept, 4th, because of the-obvious waste involved ln,rmnr~tng a
<br /> bus route to the water's e~ge in a residential section. The argmment
<br /> that this change would be a hardship for West Norfolk residents appears
<br /> to have little merit inmsmuch as the latter community has its own, bus
<br /> service furnished by the West Ncrfolk-Churchland bus line,

<br /> (5) Postponement of inauguration of service on South Street to Swanson
<br /> Homes.
<br /> So little interest has been shown~ln ~his proposed new route that
<br /> it is doubted that the patronage WOuld Justify the mileage.

<br /> The traffic counts submitted by you on several routes indicate
<br /> that the number Of seatsfarnis~e~ is in excess of the number of passen-
<br /> gers riding durimg practically all hours of the day in both directions.
