<br />WHEREAS, there has been filed with the Federal Works Agenoy for
<br />and in behalf of the City of Portsmouth, (herein called the
<br />"Owner~'), Project VA 44-269, an ~oplication for Federal assis-
<br />tance under the Defense Public Works Program~ and Zhe United
<br />States of America, acting by and. through the Federal Works Ad -
<br />ministrator, has transmitted to the Owner anCOffer of Federal
<br />assistance in connection with the public works referred to in
<br />said ~oplication and described in said Offer; and
<br />WHEREAS, said Offer has been duly read in open mee~ng and has
