Holley I11, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, <br />James T. Martin, P. Ward Robinett, Jr., J. Thomas Benn 111, Ronald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Councilman J. Thomas Benn III opened the meetin9 with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in attendance. <br />96-269 - Public Hearing on use permits: <br /> <br />(a) UP-96-09 HIGHLANDS NEIGHBORHOOD - Request of the United House of <br /> Prayer for All People for a use permit to construct a church at 3500 <br /> Greenwood Drive. <br /> <br />'1. Shannon Knight, Esq., One Columbus Center, Virginia Beach, legal counsel for <br />applicant and builder, provided information on the application. <br /> <br />2. Skip Baker. '1337 Bill Dam Road, Virgl ~ia Beach, was available for questions. <br /> <br /> Motio~ by Mr. Benn, and seconded by Mr. Clemons, to concur with the <br />recommendation of the Planning Commission that UP-96-09 be approved on first <br />reading, and was adopted by a vote of 6-0. <br /> <br />(b) UP-96-'10 HIGHLANDS NEIGHBORHOOD - Request of Beacon Construction <br /> Company for a use permit to construct a pump station for the Victory <br /> Village Development within the 2500 block of Victory Boulevard. <br /> <br />'1. Todd Toler, 6006 Churchland Boulevard, was available for questions. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the <br />recommendation of the Planning Commission that UP-96-10 be approved on first <br />readin§, and was adopted by a vote of 6-0. <br /> <br /> On motion meeting was adjourned at 7:43 p.m. <br /> <br />APPROVED - <br /> <br />Dr. James W.
