Owens, <br /> <br /> Minutes of regular meeting held January llth, 1944, were read and approved. <br /> The following communications from the City M~mager were-read: <br /> <br /> let - "~he attached letter has ~een received frem,a g*oup of colored-citizens <br />relative to- the const~uction.o f a library and I would aporeclate-a-uthority to proceed in an. <br />investigation to find out the necessary cost and report back to-this body at a la,er date." <br /> <br /> "The members of the Committee on the Library m~$ter 01an to.attend the <br />meeting of t~he Council on next Tuesdaye~eninE ~o~give moral support to whats.vet recommenda- <br />~ions. yGu may see fit to offer i.n this situation. If, however, you deem it unne.~essary for <br />us to_a~tend., call me by telephone, 2583,and I will get the word to ~he other members of the <br />committee? <br /> Thanking you for past favors, I am, <br /> Very~tru%y yours, <br /> <br />. Wilson, 411 Fort Lane." <br /> <br />Privilege of the floor was granted a delegati6n and several spoke. <br /> <br /> Motion of Mr. Fox to refer to the Manager to have a conference with the said <br />leaders and to report back to the Council at next meeting as to costs, was adopted. <br /> <br /> 2nd - "A considerable numbs, of restden, ts as well as proprietors of business <br />houses have complained about the gre~t number of rats inthe City. M y office, sometime ago, <br />in con~une~i~u with the Health Department, made a study as to an attempt to reduce this men- <br />ace. It would necessitate a revolving fund ~ start this campaigm and I would recommend that <br />my office be authorized to proceed to secure.proper legislation and report back to you for <br />your approval and aecessary funds." <br /> <br /> Mr. Warren s~ated that Mr. Katz had been overrun with rats and Mr. Katz pre - <br />sented the following 1eSter: <br /> "In regard ~o the severe conditions no~ prevalent in the ~ncontrollable de- <br />struction by rats, I request your muck needed assistance. For th~ past fi~e or six months, <br />I.have battled rats in-my store locat~'0n Fifth and Harrison ~ts., wit~hou~ success. I catted <br />upon the. aid of th~ M~mpton Roads Exterminating Co. in Norfolk an~ their product was useless; <br />then I received a chemical combination from the Public Health Dept. and stilt the rate are <br />the loose. In d espara~lon, I would appreciate any aid you~may be~able to ~nder. <br /> <br /> Yours truly, <br /> <br /> M Ka~, 53Y Harrlso~ St." <br /> <br /> Notion of Mr. Hutchins that the matter be referred to the City Manager for <br />investlgatlon~and report, was adoDSed. <br /> <br /> 3rd - -"I would like to express my appreciation to the Council and his Honor, <br />the Mayor, for their kind consideration in raising the Manager's salary, effective January <br />!St, 19~." <br /> <br />On motion ordered filed. <br /> <br /> 4th - "Miss Nellie Simmons of the Retired Teachers Association, would like <br />to express to the'Council their gratitude for the salary increase effective January 1st.~ <br /> <br />On motion ordered filed. <br /> <br /> 5th - "I am in receipt of the following letter from the Portsmouth Fire <br />Fighters Local ~539 - <br /> ~Duri~g the last regular meeting of this organization, I was <br /> instructed to-communicate to you gentlemen the appreciation of this or - <br /> ganization fe~ the recent salary increase. <br /> We will always cherish the co~dial relations existing among <br /> the Council, City Manager and members of this organization. This has <br /> beem very helpful and encouraging when presenting to you any problem <br /> or dlffi~ulty that should be corrected and. we have always found you <br /> ready to listen with the utmost patience and sympathy." <br /> <br /> On.mo$ion~dered filed. <br /> 6th - "I am in receipt of the following letter from Senator Hillard, relati <br />to two telegrams which I sent him on January 12th and tgth: <br /> <br /> 'I have your telegrams of January 12th and 19~h and wish to <br />advise that there are two bills already introduced regarding annexa- <br />tion. As I told ~he Council, when you were present, it s halt not be <br />my purpose to. in any way attempt to put a wall around the cities in <br />order that they may not have the normal expansion and growth. <br /> <br /> <br />
