<br />strator, has transmitted to the Owner an Offer of Federal
<br />assistance in con~ection with the public works referred to
<br />in said~op~ication and described in said Offer; and

<br /> fully considered in accordance with all pertinent rules of
<br /> procedure and legal requirements, and made a part of the
