<br />On November 6tn, 19~t, by referendum, a~therityof the people was given to proceed with the
<br />construction of this plant for theissuaaoe~of the beJnds,
<br /> The ~ota! cos~ of the Pinners Point plant and.the force main will
<br />be $995,500.00 and the Race St. line will be $592,100.OO, a total of $1,547,600.00.
<br /> The. G~ve~nment is cffeving theCity forty per cent grant on this
<br />s~m~ount, or a total of $619,040.O0 our part being $928,560.00.
<br /> We have previously dene somework dn those lines and under this
<br />plan we will save the taxpayers in this community a minimum of fifty cents on each dollar theyl
<br />have voted to expend.
<br /> I ~m therefore requesting that the attached resolution be adopted~

<br />"WHEREAS, the citizens of Portsmouth, Virgini~,
<br /> 8n November 6th, 194~, by referendum, voted
<br /> for the issuance of bonds for the construction of
<br /> ~ sewage plant, and
<br />
<br /> WHEREAS, the. ~edemral Works Agency, working in
<br /> conjunction with the Hsmpton Roads Sanitation
<br /> Commission, has-offered the City of Portsmouth
<br /> forty per cent of the_total cost of our plants,
<br /> and
<br />
<br /> WHEP~EAS$ it is fo r the public good and benefit
<br /> td~at ~ls offer'he-accepted,
<br /> THEREFORE, Be it ~esolved hy the. 0ouncil o2 the
<br /> City of Portsmouth, Virginia, that the Manager and
<br /> Attorney he authorized ~o aegetiate with the Federal
<br /> Works A~e~e~ anagreement that will allow the City
<br /> the same benefits from the Government that are
<br /> granted the Hampton Roads Sanitation Commission."

<br /> An appropriation of $15,O00.O0 to purchase automobiles and trucks, placed
<br />on its first reading at last meeting, was taken up.

<br /> Eo~ion of Mr. Fox to appropriate $15,O00.00 for said purpose, was adopted

<br />Report of the City Olerk ~ Auditor for March was received and ordered

<br /> Mr. Wilson stated that the office of Justioe of Peace of Monroe Ward was
<br />vaOan~, caused by the death of Mr. J. J. Holland, and his motion to go into t he election to
<br />elect a successor to Mr. Holland, was adopted.

<br /> Mr. Wilson nominated Mr. D. V. Higginbotham, Sr. to fill the unexpired
<br />term of ~r. HollandL There being no further nominations, Mr. Higginbotham was declared'elected
<br />and by the following votes
