<br />is necessary that we have a sum of $20,000.00 advanced to take care of our expenses which wil~

<br />vide Portsmouth with the most modern economical and efficiently operated plant that can be
<br />secured, and we e~Dect to study and investigate olants that have oOerated successfully

<br />our engineering.

<br />place an appropriation of $20,0OO. 00 for said purpose on its first reading, was adopted.
