<br /> demand. Buildings to supply additional recreation needs
<br /> of civilian war workers i n Portsmouth, should be of the
<br /> simplest tyoe along the lines of the emergency recreation
<br /> building nob operated by the U.S.O. for servicemen.
<br /> In case the City of Portsmouth desires to submit revised
<br /> applications for emergency typ_e buildings at the proposed
<br /> locations, such applications will be given consideration.
<br /> Please advise this office of what further action the 0ity
<br /> proposed to take in regard! to these applications.

<br /> Motion of Mr. Howard to authorize the Manager to negotiate with the Feder-
<br />al Works Agency to construct these build£ngs, was adopted.

<br />parking on North St., ~n Monroe Ward to include the prohibiting of parking on th~ south side
<br />of Holladay St., between Fourth and Sixth Avem.a

<br />nearby New York City and New Jersey.
<br /> We were accompanied on several o f these trios by Mr.C.R. Ve!zey
<br />and Mr. S. A. Greeley of Greeley &Hansen. We were afforded an opportunity ~ meet Mr. RoH. Gould
<br />who is in charge o~ designs of all ~reatment olants i'n New York City and later Dr. Edwards Bac-
<br />teriologist for the ~Ity of New York and Mr. Donaldson, one of their enmineers ~cco=~
<br />on several $~pa to ~isposal plants. We later had an onoortunity to mee~ ~. F~e~stei~"~!~t
<br />chemist and Mr. Fontenelli 'and Detcher, Superintendent~~ of the Rahwav Valley and Eli~ab~t'~-N
<br />plants, who assisted us greatly in our sur~ey. = ~ ...... ' ....

<br />mng authority on sewage disposal, met us at the Rahway Valley plant and was o2 great assistances

<br /> 16th - "At the 0ouncil meeting on May 9th, I reported the possibility of
<br />the City securing three covered hydraulic garbage disposal trucks.
<br /> It is possible to secure these for the downtown area ~nd ~ would
<br />appreciate authority ~nd a special appropriation of $~,500.OO to secure these trucks, which
<br />would prove quite an advancement in our collection system.~
<br />
<br /> Motion of Mr. Fox to place an appropriation of $7,500.00 for said purpose
<br />on its first reading, was adopted. ..

<br /> lytn -- Mr. Hall ~requested that the 0ity out,base an area adJoinin~ the
<br />Robert E. Lee School for a playground and there are twenty-two ~ot~ available which woul~ m~ke
<br />the area desired ~y the Recreation D2partment and endorsBd by Mr. Hall available to the City at
<br />the assessed value of ~oproximate!y $3,500.O0."

<br /> 18th - "The U.S.O. has made the City an offer for the auditorium at the
<br />Market Bldg., for the duration of the War and six months thereafter, at a rental of $200. OO per
<br />month, with the U,S.O. doing t~he necessary repairs.
<br /> Although the City has received offers in excess of this amount, I
<br />feel that d:~e to the splendid service rendered by the U~S.O. and the fact that our community
<br />will be rendering further assistance to the S~rvice personnel, it is my recommendation that we
<br />accept the U.S.O. offer."
