<br />Compensat~ion Board is willing to approve a salary of $100.00 per month ~or a Jail Physician,
<br />with the State paying two-thirds and the City o ne-third.
<br /> The Judge advises me that he can secure-someone to ~i!! the posi~
<br />tion, provided it meets with the Council's approval. I am therefore recommendin~ that the
<br />~ollowing resolution be adopted:

<br /> 13th - "During the past three months, a careful study has been made by com-
<br />petent engineers from the Virginia Electric & Power Compemy, in conjunction with our Electri -
<br />oal Superintendent toward improving lighting conditions in the City.
<br /> It appears inoonsisten~ to improve lights spasmodically; therefore
<br />give streets have been recommended ~or improvements.
<br /> This could wai~ until the coming year; however, we are anxious to
<br />start this b e*ore the ~nter season and I would like your concurrence i n my recommendation to
<br />immediately start this improvement.~

<br /> l~th - ~Within the past two weeks, w e have had three o~ o ur projects denie~
<br />in Washington. ~ne ~irst, our Project VA 44-396~ is the water line between L~e Cahoon and Lake,
<br />Kilby, on which the Federal Governmen~ has advised me that if water is scarce, we could ration
<br />it. Evidently, whoever made the decision was not aware ~hat the Noreolk Navy Yard is in Ports-
<br />mouth.
<br /> Division C of our Project VA ~4-!4!, which is a portion o~ sewers
<br />within the City, has been denied, due to someone in Washington deciding that the sewerage dis-
<br />charge in the City o~ Portsmouth and around the Naval Hospital is not as dangerous as at the
<br />Army Base in Nor~olk or the north shore o~ Hampton Roads. Obviously, there is no ~oundation
<br />for this decision.
<br /> The third, VA 44-399, is our Sewer Project in conjunction with the
<br />action of the Hampton Roads Sanitation Commission under th~ r Project VA 44-308. The U.S. Pub-
<br />lic Health Service has taken the attitude tha~ our lines are not dangerous nor important.
<br /> ! would reepecteully seek your permission ~or the Water Superinten-
<br />dent, City Engineer and the C~hairman o~ the Council ~o attend with me, a conference in Washiag-
<br />ton~ on Thursday, with our Congressman end Baird Snyder, Assistant Administrator o~ the Federal
<br />Wor~s Agency.'~

<br /> 15th -. "The Federal Works Agency is offering the City $27,000. toward the
<br />construction o~ ~wo com~ort stations, ~rovided the City will furnish ~he necessary site.
<br /> It is my recommendation that the offer of the Federal Government,
<br />known as VA 44-412~ be accepted and proper o~ficers o~ the City be authorized to accept the
<br />Government's o~fer and that ~he attached resolution be adopted.~
