Robie S~umtevant, C.E~ Warren, H. Earl Weiseman, Pearle J. Wilson ana ArthUr S. Owens, City Manager. MinuTes of regular meeting held on October 24th were read and approved. On motio~ ~he privilege of the floor was granted to Mr.V.L. Parker', who presented the following p~t%tion, which was, on motion o f Mr. Hutchins, referred to the City Mansger, ~o consider at the Budge~ conference: ~We, the undersigned practici.ng a~torneys in the City of Portsmouth, Virginia, respectfully call the =ttention of your Honors. bls Body to the fact that cases in the Civil and Police Court and the Juvenile Cour~ of the City o f Portsmouth, have increased largely during the present emergency and that the Judge of the above-mentioned Court has no private office in which he can conduct the business of h~s Court, but has only a desk i n the Court room and that while the law requires Juvenile and Domestic Relations cases, which a re heard b efor~ the Judge of the Juvenile and Domestic Relations Court to be heard only in the presence of the Judge, court officers, attorneys and witnesses, the present cour~ room does not permit this provision o ~ the law to be carried out, and it is therefore respectfully requested that your Hon- orable Body provide a suitable office for the Judge of the above-men - tioned court and suitable quarters in which Juvenile and Domestic Re- lations cases can be heard, in compliance with the law. The following communications from the ~ity Manager were read: ~ 1st - "Please place on its first reading the following~ordinance: ~An Ordinance ~oviding for The Budget Receipts and Expenses for the Year reading: On motion o f Mr. Howard, the folto%~g ordinance was placed on "AN OBDi~NCE PROVIDING FOR THE BUDGET R~C~IPTS AND EXP~NSES FOR THE~YE~ 1~5~ its first Notion o f Mr. Howard to set the regular meeting, November 28th, as a p~olic meeting on the 1~45 Budget~ was adopted. 2nd - "Bids will be opened for the construction of a colored library on November 16th, a~ 2:00 P.M. in the ~ianager's O_~ice. Construction is ex~ coted to start wit~hin thirty days." On motion ordered filed. amount of $y9.86 Form.~ 3rd - '~L.J. La, cfm, owner of a taxi permit, pa~id a parking fee in the in excess of the necessary amount. Please authorize the City Clerk to re~urn this amount to Mr. La Motion o f Mr. Hutchins to concur in the Manager's recommendation, was adopted. 4th - ~The attached letter has been received from the Bureau of Naval Personnel rela~ive to your resolution, adopted on October lOth, concerning the departure of Rear Admiral Felix X. Gygax from t he local Navy Yard." Attachment - "The SeCretary of~the Navy has referred to this Bureau for acknowledgment c~py of Resolution adopted lO October 19~4 by the Council of the City of portsmouth, with ro- g=rd to the performance of duty of Rear Ad~dral Felix Xerxes Gygax, U. S. Navy. The kind remarks concerning Rear Admiral Gygax have been n~ted with gratitude, and the copy of Resolution has been filed with his official record.
