<br /> ~Gree~ings. The portsmouth ~edical Soczety in its last regular meeting passed
<br />a resolution to implore the City Council to re-.open, with F.~J.A. negotiations for approval of
<br />necessary funds for construction of Project VA
<br /> This project was ap~praved by Council in March, 1944, calling for the con -
<br />struction of a 6~ bed hospital and a 35 bed nurses~ home, for colored use and operation in
<br />Portsmouth. Federal approval was .won but the necessary funds .have never been approDri&ted.
<br /> Our needs are based on our present Negro population of approximately 40,000
<br />in Portsmouth and in closely contiguous areas~ with many more in adjacent commu~ities.
<br /> Fifteen active practitioners have no place for handling normal labor cases,
<br />8~ per cent of the cases being handled by midwives, resul~ino ~n a high foetal and maternal
<br />death rate. We have no facilities for training colored nurses, nor for the handling of our
<br />medical and surgical cases. The opening of Earyview Hospital gives us no relief, as sufficient
<br />bed space for our minimum needs is not provided.
<br /> %~e have been denied places on the s~aff of the said hospital, after we had
<br />been assured of ~this by rd%cae who comprise this staff. Our one recourse now is to appeal to
<br />you and our City Council to reopen a study of cur needs and aid us in t~his appeal. Trusting
<br />you will give this matter your mos~ earnest attention and awaiting reply from you, we are,

<br /> you will doubtless recall, I appea~d on behalf of Mr. G.M. Hogan,
<br />before the City Councilsof the City of Portsmouth, on Wednesday evening, January 10th, !9~5,
<br />and w~s gra~ted the privilege of being heard before your Honorable Body.
<br /> I asked the Council to designate four places in the City of Portsmouth
<br />for County cabs to pick up passengers ~and carry ~hem back to some point in the County. I was
<br />courteously, oorcially and favorably h~ard by your Coun6il and they unanimously adopted a mo
<br />tion instructing the Oit~ Attorney and City Manager to prepare an ordinance designating four
<br />places in the City of PorSsmouth and to have said ordinance ready for adoption at the next
<br />meeting of the Council. I was requested at that time to present a list of the locations de -
<br />sired to be designated. My client suggests the following designated points in the City of
<br />Por~smouZh:
