5/,2 September 9.1996 At the Public Hearin9 Meeting' of ~the City Council held on Monday, September 9, 1996, there were present: Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, JameS T. Martin, P. Ward Robinett, Jr., J. Thomas Benn 111, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Councilman J. Thomas Benn III opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance; 96-307 - Public Hearing on use permits: (a) Z-96-08 PARK VIEW NEIGHBORHOOD - Request by Jay Smallwood and Sharon Dockery to rezone property at 254 Hatton Street from Historic Residential HR to Historic Limited Office HLO. Motion by Mr. Robinett, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-96-08, be approved on first reading, and was adopted by unanimous vote. (b) UP-96-16 CHURCHLAND NEIGHBORHOOD Request by Lewis White, agent for GTE Mobilnet, for a use permit to install a communication tower at 3000 Tyre Neck Road. Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the recommendation of the Planning Commission that UP-96-16 be approved on first reading, and was adopted by unanimous vote. 96-50 - Public Hearing on a use permit: (c) UP-96-01 DOWNTOWN - Use permit application of the Portsmouth Community Development Group to construct duplexes at 705, 709, and 719 Washington Street, deferred from the Public Hearing meetings of February 12 and March 11, 1996. Motion by Mr. Clemons, and seconded by Mr. Martin, to accept the withdrawal of the application by the applicant of UP-96-01, and was adopted by unanimous vote.
