<br /> Mr. Howard stated that there seemed to be a large number of stray dogs
<br />and very little being done about it and asked the City Manager if this condition could be reme-

<br /> 9th- "You authorized the use of the market to the U.S.O., for the duration
<br />of the War, which necessitated the City changing the public lavatories as well as providing
<br />space for both colored and white in the market building.
<br /> The work has now beem completed, report of which is attached-hereto
<br />and made a part of this letter,-for ~&nich an appropriation of ~1,8~9.1~ is necessary.~
<br /> Notion of Mr. Howard to place an appropriation of $1,879.14 for said purpose
<br />on its first reading~ was adopted.

<br />for the construction of sewers, pumping stations, and other
<br />appurtenances in connection with the establishment of a sew-
<br />age treatmenZ plant, as required by the Acts of the General
<br />Assembly of Virginia, and
<br /> W~EPgAS, the City of Porvsmouth has been authorized to issue
<br />bonds for such purposes,
<br /> NOW, TH~----------------~FORE, Be it Resolved by the Council of the City of
<br />Portsmouth, that pending the issuance of bends for the above
<br />purpose, there be ~opropriated the sum of $101,158.93 for
<br />construction of sewers, pumping stations, and other appurten-
<br />ances in connection with the establishment of a sewage treat-
<br />ment plant, ~s recuired by the Acts of the General Assembly of
<br />Virginia, and fha{ the said amount be at present paid out of
<br />the funds held by the City for the purchase of Government bond~
<br />and paid into Federal Works Project Account Project
<br />with the understanding that the City shall be reimbursed the
<br />said amount from bond issue to be mad~ for the above purpose,
<br />as and when the bonds are sold.~
