Ma~ 22nd. lqL~5. <br /> <br />present~ <br /> <br />At a regular meeting of the City Council~ held May 2and, 1945, there were <br /> <br />Leslie T. Fox, George L. Grimes, James N. Howard, Frank D. Lawrence, <br />E. Robie Sturtevant, C. E. Warren, H.Earl Weiseman, Pearle J.Wilson <br />and Arthur S. Owens, City Menager. <br /> <br /> MinuTes of regular meeting held May llth were read and approved. <br /> <br /> Motion of Mr. Wilson to grant the privilege of the floor vo Mr.W.T.Parker, <br />who presented the following: <br /> <br /> "RULES ~D P~G~TIONS PERTAINIMG TO THE CONDUCT OF DRIVERS AND <br /> OPEraTION OF CABS IN THE CiTY OF PORTSMOUTH~ VIRGINIA.~ <br /> <br /> At a meeting held by the owners or the representatives of th~ owners on <br />May 21st, 19~5~ a majority of the said owners being present, the following r~les and regulations <br />were unanimously adopted: <br /> <br /> 1. No driver shall refusa any phone call or turn do~m any pick-up that is <br />orderly or whose destination is such as allowed by O.D.T~ regulations. <br /> <br /> 2. No driver shall wait for more than one boat when he has a passenger in <br /> <br />his cab~ When boat <br />red to another cab~ <br /> <br />is unloaded, he sb~ll pull out regardless ~he~her he has a full l~&d. <br /> <br /> 3. After a passenger has been seated in one cab, he shall not be transfer- <br /> <br />~xceot <br /> <br /> ~. No driver shall be allowed to congregate in, or sit in any other cab, <br />the one that he is driving while on the stand. <br /> <br />(Exception <br /> <br />the stand° <br />loads them. <br /> <br />marily discharged. <br /> <br />5. No driver shall be allowed to pic~ up passengers when doubielparked at <br /> <br />~No cab shall transporv more than five (5) passengers ~egardiess of whoI <br />small children). <br /> <br />Any driver caugh~ driving under the influence of whiskey shall be sum-I <br /> <br /> 8. Dispatcher is instructed to turn in the driver's name and the n~mber of <br />his Cab if-he refuses a phone call or is seen violating any of the above regulations~ <br /> <br /> 9o The penalty for violation of any of the above regulations, with the ex- <br />ception of Item ~?, shall be suspension from work for a period of fifteen (15) days fromfirst <br />offense, and discharged outright forths ~second offense. <br /> <br /> lO. ~nen a driver is suspended or discharged outright for any of the above <br />regulations, no cab owner shall hire or permit said driver to work. <br /> <br /> ll. Any ov~er of a cab or cabs that doe~ not co-operate in e~forcing these <br />regulatioqs shall be turned in to the City Manager with a comnlete report of such failure, for <br />such action as the City Manager ma~ deem expedient~ <br /> <br /> 12. A copy of these rules and regulations shall be ~or~h~mth posted on the <br /> cab stands and a copy thereof shall be furnished to the City Manager. <br /> <br /> We, the undersigned, owners of taxicabs or the representatives of the owners <br />have adopted the above rules and regulations~ and by our signatures affixed hereto, do agree to <br />abide by the said rules and regulations, and do further agree ~o rigidly enforce the same. <br /> Dated at Portsmouth, Virginia, this 19~5~" <br /> <br /> ~A committee from the Central Labor Union presented the following: <br /> <br /> "We have instructed our Transportation Committee ~o appear before your Hon- <br />orable Body and request that a Transportation Commission be established with an equal representa- <br />tion of labor (members to be submitted by the Portsmouth Central Lgoor Union) with like commit - <br />tees from other civic bodies~ <br /> This commission be created with authority vo regulate and govern ~ranspor- <br />ration and traffic matters that may be brought before it. <br /> Yours respectfully, <br /> <br />R.G. Brooks, Secretary,~ <br /> <br />adopted. <br /> <br />Motion of Mr. La~ence to refer both communications to ~e City Manager,was <br />The following communications from the City M~uager were read: <br /> <br /> let - ~I would like to repor~ that Scott Bagby~ a member of the firm of <br />Harland Bartholomew and Company, arrived in the City on Monday, May 21st, to begin work for plan- <br />ning, zoning and annexation. <br /> tn furtherance of a request from my office, C.S. Mu!l~ms of the Vir- <br />ginia S~ate Department of Highways and members of his staff will be lin Portsmouth on Wednesday~ <br />May 2~rd to survey, with the City Manager and the City Engineer~ need for f~uds ~as requested y <br />the City. <br /> The City has requested funds from th~ Publio Roads Administration <br />for e~gi~eering services for post-war highways, as well as making claims for damages to our <br /> <br /> <br />
