Owens, <br /> <br /> Minutes <br />were read and approved. <br /> <br />_ At a regular meeting of the City Council, held on June 12th~ 1945, <br /> <br />Fox, George L.Grimes, James N.Howard, Frank D. Lkawrence~ <br /> c.g. Warren, H. Earl Weiseman, Pearle J.Wilson, <br /> City ~ ~ <br /> Manage_. <br /> <br /> of regular meeting held on May 22nd and called meeting of <br /> <br /> On motion of Mr. Warren~ the privilege of the floor was granted Mr. <br />Dettman, who stated that he was in~erested in the City doing something about the so-called <br />McLean Lake, his son having been dro~ed in said lake recently~ He s~ated he was pleading for <br />other persons who would be in danger of drowning at the same place. The following letters in <br />this connection were read: <br /> <br />(a) <br /> <br /> uh~ Por~smou ~ Meuhodis~ Ministers <br />"Report of the Fact Findings Committee of ~ ~ t~ ~ ~ ~ <br /> in regard to lake bordering the City limits where some 26 persons have drowned. <br /> <br />This artificial l~ke was formed about four years ago by the removal of dir~ for a <br />fill in the Navy Yard. The George T. McLean Company is the owner of the property <br />and removed the dirt. This l~ke within the City limits has become a detriment to <br />the community as ascertained by the following facts: <br /> <br /> !. No suoervision of any kind or protection. <br /> 2. A fe~ trespassing signs were seen, but are mutilated and unreadable. <br /> 3. According to the health officials of the City~ the lake is polluted. Ooen <br />drainage and seepage from nearby dump was noticeable. <br /> ~. Paradis~ ~reek which adjoins the lake is very obnoxious and oolluted. <br />As a commit~e of Methodist ministers who seek to serve the community and protect wel- <br />fare of our citizens and the good name of our City, we recommend to those who are <br />responsible as public officials and also as private citizens that they take definite <br />steps to relieve this hazard ~o human life and health of the community° <br /> <br />W.G. O~ the 2Otb day of May, a number of citizens were entertaining themselves <br />by swimming in McLean Lake, property of the City of Portsmouth~ Va. On this day, <br />the 2Otb day of May, the 20th man lost his life by drowning in this lake. <br /> I am making this ~opeal for the New Gosport Community League, for the orotection <br />of the children of New Gosport, that this property be posted with signs such as <br />"NO T~SPASSING~ and "NO SWIMMING" and that all violators be ~rosecuted as seen <br />fit by the City of Portsmouth, Va. <br /> <br />Francis L. Puiliam, Corresponding Secretary.~ <br /> <br /> Motion of Mr. Warren that the City Manager station a police officer <br />said lake to prohibit trespassing ~ud swimming, was adopted. <br /> <br />ings, <br /> <br /> Mr. Howard, member of committee on disposition of public war build- <br />presented the report with the following letter: <br /> <br /> ~There was formed in February, 19~h~ a semi-official body of representatives <br /> of the City and County for the purpose of preparing a comprehensive plan for <br /> the disposition of the temporary war housing erected by the Federal Government <br /> in our community. Since i~s organization, the Committee has been gathering <br /> and analyzing information oertinent to.the oroblem and has prepared and unani- <br /> mously adopted a final reptrt. That report now comes to your honorsfols body <br /> for its approval in accordance with the orocedure outlined in the organization- <br /> resolution. <br /> Following the acceptance by your body of t~e Report, by which means it will re- <br /> ceive official status, the Committee will undertake ~o secure the endorsemen~ <br /> of all interested agencies in the community, which will be a tremendously impor- <br /> tant feature of the indication of local suppor~ and backing for the clan. <br /> The Committee would appreciate being allowed to function through the distribu- <br /> tion and submission of the Report to the Federal Government. When that has been <br /> acco%olished, the Committee could be discharged. <br /> We will look forward to receiving the result of your formal.action on the <br /> report. <br /> Sincerely yours, <br /> <br />m~_~ C.
