February 12th, 1946.

School Board to make-application for-Federal funds for the construction of plans and specifi-
cations for these three separate projects.
A number of other matters are set forth in this report for needs that are
no~ as immediate or urgent.
The School Board respectfully requests that the City Council call a spe-
cial meeting for a conference with the School Board when all of the items contained in this
report can be explained in detail. I am sure the School Board will meet at such time as will
suit your own convenience.
Sincerely yours,

H. A. Hunt, Superintendent of Schools."

The following petition was read and referred to the City Manager:

~We, t2ae undersigned citizens of Portsmouth, do hereby petition you re
questing the removal of an automobile repair establiskment at 918 Green Street by one P.O.
kinson ou~ of this neighborhood and request that no license be granted for an automobile re
pair shop in this neighborhood for the following reasons:

1. Because of the narrowness of the street, which is unpaved and
brick ~idewalk, and the lack of the proper runway over the
brick sidewalk causing a fitling up of the street g~ttering,
'thus leaving a continuous water, muddy, mucky disagreeable
looking block here.
2. Because the continued wo~ing on cars in the street and in
front of our doors, in spite of warning given to him by the
City Manager and the Chief of Polic~, they continue to work on
cars any place in the street or on the sidewalk in such a manner that
the street is sometime impassable and impossible for us to get to
our ~oors.
3- The piling up of old condemned cars and greasy rummages in the back
lot offers a brooder for ra~s, disease of any kind and a very un -
safe and dangerous fire hazard in our neighborhood.
4. Because of the lack of proper flush toilet for the men working
here sometime causes a-very disagreegole odor, which fumes are
somewhat unbearable.
5- Because or, this being a colored residential ~ection of the City,
the owner P.O. ACkzneon~ and his workman hol~ little or no respect
for us, th~ use of orofane language is commonly heard,, of ~which
we are sure no othe~ race of people would tolerate. .We would
like ~o enjoy the same peaae and happiness here that we have
enJoy~ed before this man came in~o our neighborhood. His busi -
ness has become a-public nuisance to our community, and we request
that it be moved out ofthis neighborhood.

Respectfully yours,

(Signed)* John Daughtry and o.~hers.

The following letter was read and on motion referred to the Cit~ Mana-

get:

~The Gridiron Club in its entirety, have' discussed the insufficien~
seating ~rrangement in ~our local'Municipal stadium, and have concurred that the situation is
critical and should be remedied as soon as practical.
This has proved a hindrance to the progress of what could.have been
and may yet be the record-breaking attendance of spor~ fans in our state. It has not been
uncommon for many would be spectators to leave the events rather than endure an entire g~me
standing, and although many sports enthusiasts will stand uncomplainingly throughout a game,
there are those who do not find the entertainment that advantageous.
We sincerely believe it would no~ merely be a commendable addition to
enlarge the Bleachers but a valua%l~ one as well.
May you give this your undivided attention for the benefit of all con-
oerned?
S~ncerely,

Herbert Simpson, Secretary."

On motion adjourned.

Oity Clerk.
