Grimes, James N.Howard, Frank D. Lawrence, <br />E.R.Sturtevant C. E. Warren, H.Earl Weiseman, Pearle J. Wilson <br />and Arthur $. 6wens, City.Manager. <br /> <br /> Minutes of regular meeting held January 2~nd and regular meeting of Feb- <br />read and approved. <br /> <br /> Mr. Howard reported for the delegation who went to Richmond on the Annexa- <br />tion Bill before the State Senate Committee and stated that the Bill was pass by indefinitely <br />by said Committee. <br /> <br /> The following communications from the City Manager were read: <br /> <br /> 1st - "Officer O.L. Clarke has resigned from the Police Force <br />inability to qualify under Civil Service requirements." <br /> <br />due to his <br /> <br />On mo~ion ordered filed. <br /> <br />ernmen~ service <br /> <br /> 2nd "Officer C.M..Lowe has returned to:the Police Department from Coy- <br />and was re-instated effective February 16th." <br /> <br />On motion ordered filed. <br /> <br /> 3rd "Will you please authorize the tran sFe~ of $50,000, <br />month and $50,0OO. during.the month of March, from the Water Deoartmen6 to the <br />to aid in the operation of the City Government until other m~ney is received?" <br /> <br />during this <br />General Fund, <br /> <br /> Motion of Mr. Weiseman to concur in the Manager's recommendation was adopted. <br /> <br /> 4th <br /> ~ "The Federal Wor~s~ Agency has signified its willingness to consider <br /> our application VA 4~-P-30 (Power Plant and Distribution System for Electricity) but due to ~he <br /> fact.that their policy has been to deter from competing with u~ilities, they would like to kno <br /> the City's position relative to advancement of funds. <br /> Mr. Sullivan feels that the Federal Works Agency might advance us <br /> the funds for engineering and plans on the condition that in the e~ent we did not construct <br /> the plan~, the City would Peturn the money that had been advanced. <br /> <br /> further with the Until I can find.the attitude of the Council, I ~m unab~ to discuss <br /> Federal Works Agency, ~he advance~ent~of funds.." <br /> Motion of Mr. Howard to instruct tne Manager to apply to the Federal Works <br />Agency for a loan of $200,000., without interest, for this purpose, was adopted. <br /> <br /> 5th - "The question of water to Sunray was referred to me and after check- <br />ing on what the late Mr. Haug agreed upon, I find that the City has carried Out its entire agree- <br />ment and obligation. <br /> We can find only twelve persons who will sign to use the water <br />with a possibility of a maximum of seventeen who would agree and the question of pressure and <br />chlorination is debatable. It appears to me that the County could arrange for one person in <br />the area to make collections and let the City bill the County as we are now doing." <br /> <br /> On motion ordered filed. <br /> <br /> 6th - "You referred the question of a colored Y MC ~ ~o me and during the <br />past several weeks, my office has done considerable work in an attemp~ to make these quarters <br />available as a colored Y M C A. .- <br /> It will be necessary for the City to waive priority rates for tb~ <br />City, in order that the Boar~ of Directors of the colored Y M C A may be in a position to ne - <br />gotiate for its use. <br /> You may be assured that I wil~ help in every way possible ~ud ex <br />peet to plan a conference with Henry Sullivan during the early part of March." <br /> <br /> Motion of Mr. Howard for the City to waive priority and that the Manager <br />help in~ every way possible, was adopted. <br /> <br /> Zth "The Fire Department moved into its new headquarters on February <br />25th, and the-public is invited to inspect these modern quarters on Monday, March ~th and on <br />Tuesday, March 5th, from 4:00 to 6:00 in the afternoon and from ~:DO to lO:CC in the evening. <br /> Members of ~he Fire Department will be present to explain the'num- <br />erous operations of the Department.~ <br /> <br />On motion ordered filed. <br /> <br /> 8th "On February 13th, at 12:00 o'clock noon, we opened bids on the <br />West No~folk water line and they were as follows: <br /> <br />Pinkston ~ Company <br />Proposal ~ <br />Proposal B - <br /> <br />Leo Butler Company <br /> Proposal A - <br /> Proposal B - <br /> <br />$ 3, 5.oo <br /> 3%9 5.oo <br /> <br />$ 6; -oo oo <br /> ~0,800.00 <br /> <br /> <br />
