<br /> dinance that have been approved and recommended by the Planning Commission. A provision of the
<br /> Zoning Ordinance adopted December 26th, 1945 requires a public hearing on all changes.

<br />·-'changes on the following and there should be a recorded vote in each case:

<br />The following communications from the City Manager were received:

<br /> 1st "I am in receip~ of the following letter which I would like to
<br />discuss and believe i~s approval very practical:
<br />
<br /> 'Pursuant to our recent conversation regarding the abandoned
<br />fire station ca Court Street, it i~ our intention, among other things in connection with the
<br />Portsmouth~ Airport, ~o have an approved aeronautical school both for ground and flight train
<br />lng. Once the approved school has been established, all returning veterans desiring to take
<br />aeronautical training would be. able to do so at Government e~xpense under the G.I. Bill of
<br />~ights. No doubt with the n~mber of returned veterans in that area a considerable number will
<br />desire to take advantage of this training.
<br /> It seems to us., at this ~ime, vhat there would probably be
<br />advantages in establishing the ground school in the downtown area of Portsmouth. This would
<br />make it convenient for the veterans and others attending the ground school, especially since
<br />a numbgr of t~e s~udents would be employed during the day and would have ~o attend classes in
<br />the evening.
<br /> In order, to further develop~his idea and to determine the
<br />number of possible students, we would like the City of Portsmouth to consider a proposition
<br />to lease this Company the abandoned fire s~ation on Court Street for a period of not less
<br />than ninety days on a basis of $50.00 per month, plus ~en per cent of the gross receipts from
<br />the ground school in excess_of $500.00 per month.

<br />Motion of Mr. Hutchins to concur in the Manager's recommendation, was

<br />2nd- "I have been advised by the Commodore of the United States
<br />Navy Yard t~at the Fifth Naval District ~ilI go on Daylight Saving Time on April 28th, 19~6.
<br /> The City of Norfolk has recently adop.ted a plan for their
<br />employees to work hours comparable to Daylight Saving time. The Chamber of Commerce, Retail
<br />Merchants' Association and other organizations have signified their wish for the change of
<br />~ime.
<br /> In order that there ~ay be uniformity in the area, it is my
<br />recommendat~o~ that we adopt the Daylight Savings Time effective April 28th to September 29th,
<br />1946."
