October 7. 1996 <br /> <br /> At the Public Hearing Meeting of the City Council held on Monday, October 7, <br />1996, there were present: <br /> <br />Mayor James W. Holley III, Bernard D. Griffin, P. Ward Robinett, Jr., J. Thomas <br />Benn III, C. W. McCoy, Deputy City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Councilman J. Thomas Benn Ill opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />The Mayor called the meeting to order and welcomed all in attendance. <br /> <br />96-334 - Public Hearing on use permits: <br /> <br />(a) UP-96-13 <br /> <br />HIGHLANDS NEIGHBORHOOD - Use permit application of Michael <br />A. O'Conner and Melvin Holland to operate a restaurant and lounge <br />in the 4500-4600 block of George Washington Highway. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that Z-96-08, be denied and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Robinett, Holley <br />Nays: None <br /> <br />(b) UP-96-14 <br /> <br />OLDE TOWNE NEIGHBORHOOD - Use permit application of <br />Anthony J. Dalla Villa to operate a Bed and Breakfast at 370 Court <br />Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that Z-96-08, be approved on first <br />reading, and was adopted by a vote of 4-0. <br /> <br />Anthony J. Dalla Villa, 370 Court Street, was available for questions. <br /> <br />(c) UP-96-15 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request by Aluminum <br />Recycling Corp., for a use permit to operate a reverse recycling <br />machine at 1136 London Boulevard. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that Z-96-08, be denied and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Holley <br />Nays: Robinett <br /> <br />(d) UP-94-13M HODGES MANOR NEIGHBORHOOD-Use permit application of <br /> Girls, Inc., Center for Youths of Hampton Roads to modify a <br /> condition to operate a youth center at 5815, 5851 and 5901 <br /> Portsmouth Boulevard. <br /> <br />I. Dan Griffin, Suite 308 Professional Building, provided information on the <br />application. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke in support of the application. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-96-08, be approved on first <br />reading, and was adopted by a vote of 4-0. <br /> <br /> <br />
