October 7. 1996 At the Public Hearing Meeting of the City Council held on Monday, October 7, 1996, there were present: Mayor James W. Holley III, Bernard D. Griffin, P. Ward Robinett, Jr., J. Thomas Benn III, C. W. McCoy, Deputy City Manager, G. Timothy Oksman, City Attorney. Councilman J. Thomas Benn Ill opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 96-334 - Public Hearing on use permits: (a) UP-96-13 HIGHLANDS NEIGHBORHOOD - Use permit application of Michael A. O'Conner and Melvin Holland to operate a restaurant and lounge in the 4500-4600 block of George Washington Highway. Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that Z-96-08, be denied and was adopted by the following vote: Ayes: Benn, Griffin, Robinett, Holley Nays: None (b) UP-96-14 OLDE TOWNE NEIGHBORHOOD - Use permit application of Anthony J. Dalla Villa to operate a Bed and Breakfast at 370 Court Street. Motion by Mr. Robinett, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that Z-96-08, be approved on first reading, and was adopted by a vote of 4-0. Anthony J. Dalla Villa, 370 Court Street, was available for questions. (c) UP-96-15 DOWNTOWN NEIGHBORHOOD - Request by Aluminum Recycling Corp., for a use permit to operate a reverse recycling machine at 1136 London Boulevard. Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that Z-96-08, be denied and was adopted by the following vote: Ayes: Benn, Griffin, Holley Nays: Robinett (d) UP-94-13M HODGES MANOR NEIGHBORHOOD-Use permit application of Girls, Inc., Center for Youths of Hampton Roads to modify a condition to operate a youth center at 5815, 5851 and 5901 Portsmouth Boulevard. I. Dan Griffin, Suite 308 Professional Building, provided information on the application. 2. J. Brewer Moore, 308 Bobby Jones Drive, spoke in support of the application. Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the recommendation of the Planning Commission that Z-96-08, be approved on first reading, and was adopted by a vote of 4-0.
