OCtober 8. 1996 <br /> <br /> Ara RegUlar Meeting of the city Counc held on TuesdaY, October 8~ <br />1996, <br /> there were present: <br /> <br /> Mayor James W. Holley III, Be[nard D. Griffin, Sr., James T. Martin, P. <br />Ward Robinett, Jr., J. Thomas Benn I!1, C. W. McCoY, Deputy City Manager, G. <br />Timothy Oksman, City Attorney. <br /> <br /> Councilman Benn opened the meeting with prayer whiCh was followed~ by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Robinett, and se¢0nded by Mr Martin, to approve the <br />minutes of a Called Meeting on September 24, 1996; a Regular Meeting on <br />September 24, 1996; and was adopted by unanimous vote. <br /> <br />96-338 - Proclamation presented to KYle Taylor for "Aids Awareness Week." <br /> <br />96,339 - Proclamation presented toi Marilyn Tenekjian for "Stop America's <br />Violence Everywhere Today." <br /> <br />96,340 - Presentation of special lapel Pins to newly appointed Boards and <br />Commissions members. <br /> <br />96-341- Non Agenda Speakers <br /> <br />1. Shirley Hines, 1016 Blair Street, spoke on Welfare Reform. <br /> <br />2. Cornelius Long, 216 Owens Street, spoke on the lack of [esponse to a <br />previous request for information on a land purchase. <br /> <br />3. Lloyd Beasley, 3186 Reese Ddve, spoke on the news article pertaining to the <br />Police/Fire Retirement System. <br /> <br />4. Rev. James Griffin, 1528 Maple Avenue, spoke on concerns for the Prentis <br />Place neighborhood. <br /> <br />5. Helen Edge, 20 Riverview Avenue, spoke in opposition to the removal of cul- <br />de-sacs in the Park View neighborhood. <br /> <br />6. Rafiq Zaidi, 506 Dinwiddie Street, spoke in opposition to the removal of cul-de- <br />sacs in the Park View neighborhood and the response of the emergency rescue. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to suspend the rules <br />of order to listen to the last registered non,agenda speaker, and was adopted by <br />an unanimous vote. <br /> <br />7. J. BreWer Moore, 308 Bobby Jones Drive, spoke on the pensions of retired <br />School Board emplOyees and Fire/POliCe. <br /> <br />- PUBLIC HEARINGS - <br /> <br />96-342, Joint public hearing with Portsmouth Redeve opment and Housing <br />Authority to consider the proposed Planned Amendments #27 to the Crawford <br />Plan and #3 to the Hattonsville Plan. <br /> <br />There were no speakers. <br /> <br /> <br />
