there were present: regular meeting of the City Council, held December 30th, 1946, Leslie T. Fox, George L. Grimes, Arthu~ P. Henderson, James N. Howard, Frank D. Law~ence, E. Robie Sturtevant, C. E. Warren, -H. Earl Weiseman, Pea~le. J. Wilson, Arthu~ So Owens, City Ms~ager, and H. C. Barclay, gity Attorney. Minutes of regular meeting held December 10th were read and approved. The Zoning a~d Plsm~ing Co~mlssion presented the following report: "The Planning Commission met on December 5th and there are two c~n~i. cations which the Chairman has asked that I deliver to you. The first isthe denial of two applications to rezone areas. The second is to the effect that they endorsed the general street plan as proposed by a com~i~tee of citizens from the several civic clubs. It appears that a considerable amount of work has been done on this survey and I would recommend that we try it for thirty to sixty d~s as ~n experiment." Inclosures- "At the ~e~ular meeting of the Planning and Zoning Comm~ission held on~ecember 5~h, 1946, the following applications w ere denied: Application o f Estate of Samuel P. 0ast to rezone from Residen- tial to Commercial the property on the south side of South Street intersection of Atlanta and Camden. Application of Margaret E. Jones to rezone f rom residential to Commercial the property a t King Street and Fifth Evenue." "At the regular meeting of the Planning Commission o f bhe City of Portsmouth, held on December 5th, 1946, there were present: C. 0. Barclsy, A.S.Ha~groves, G.E. Perrott, G.C. Roberts, K. L. Host, F.J. Berger.o~. Harry Alexander and Clem Snyder of Ha~landB~rtholomew and Associates were also present. On motion o f Mr. Hargroves, the application was denied. ~ E. Jones to rezone from Residential t o Application of ~arga~et m~eial the property at Kin~g Street and Fifth Avenue. On motion o f ~. Bergeron, the gpplication w as denied. The Street Planing Committee presented the following report to t he Pl~nn!nE.mCo~ffl~sslon wroth the recc~muendatzon that these suggestions be ~proved and passed on to the [ortsmouth C~ty ~oUnc~to 1. ~at parking be el~mina?ed on the nc~th side of County Street from Western Branch Road to Water Otreet and t~hat directzon of travel be limited ~ an easter- ly direction only. 2. That the London-Glasgow Street radical r cute be eh~ged as follows: The radical route consists of London Street from[iddle Street to Second Avenue,then north on Second Avenue to Glasgow Street; then west on Glasgow Street to Western Brsm_ch Road, and traffic to move in a westerly directly only. No parking ~u t he south side of London Stre~ and no pa~king on the west side of Second ~venue and both sides of Glasgow Street 3. That the traffic on Glasgow Street between Effinghamand Cra~ ford Streets be one-way and that it move in an easterly di~ection only. Also that there be no pa~king on the north side of Glasgow Street between Ef£inghsm and Crawford Streets. 4. That the traffic control in t he vichity of Hig~ St~eet,Westem Branch Road mud McArth~ Avenue be revised a s follows: (a) That the traffic on McArthurAvenue between Glasgow Street and High Street be limited to a southerly direction only. (b) That the traffic control light be se adjusted as tc'pe~ mit entry from-MeArthu~ Avenue int.~ High Street only when traffic is moving on High Street. (c) That no 1 eft turns be permitted fr~m McArthurAvenue into High St. (d) That the surfacing of Western Branch Road from High Street to County Street be immediately widened to at least 22 feet. Dimection o f t~affic to be limited to a southerly direction only. (e) That the traffic on Ninth Avenue from the south enter- ing High Street, be controlled by a stop light. Motion o f ~r. Bergeron that the recomnendations of the Street Pla- ning Oo~u~ttee be approved and forwarded to the City Counei!, was adopted. Mr. Harry Alexander of Ha_~land Bartholomew and Associates presented ~ new Zoning Ordinance to take place of the temporary one now in e fleet. Mr. Alexander sug- gested that a committee be appointed to study the new Ordi~ce before it was presented to City Council. On motion adjoined." M, tionof ~r. Howard to 1~- on the t able, was adopted.
