Lawrence, the rules w~e suspended to hea~ ~,~v. Fried.
Faye ~no presented the £ollowing:~

'~As a part of the p~ogrm~, of dispositisn of the public war housing
in the Portsmouth area, the site of Armistead Trailers located north of Truxton has been
turned back to its owners in a cor~dit[on whi&n makes readily possibl8 the development of a
well designed residential area for negro ve. terans mud their families.
By 6ombining a demo~ating-contract which we hold for the buildings
in the ~arracks "A~ section of the Naval Shipyard, with t.hedevelopment of the Armistead
Trailer site it will be possible ~for us to build approximatel~ 150 houses for negro veterans
at a cost stated by the Richmond office of the FHA to b[e-~the lowest to come to thei~ att~u-
~ion. Preliminary plans have been approved by FHA and we anticipate that construction will
be under way within a week.
The history of the'Truxton area of whi~a this site is a part is one
of several past attempts toward development. As a result there is a certain plat now on re-
cord which does not ag~ee~ith the lines of the present development. We are inclosing a print
of the'No~$h T~axton area, marked to show'this situation.~ The solid lines indicate the exist-
in~ development including defined streets, vZaile the dash lines show the plat now on record.
By the proposed development we propose to aecom~l~h several things:

with the City Pi~a

1. The creation of taxable values in vacant area.

2. The enlargement of a well stabilized substantial
negro comity.

3. The provision of s~bstantial, w ell built housing, within
the ability of the average negro veteran to pay.
The prelimi~ary plans have been checked with ~d are in accordance
and the Zoning Map.

steps:

We respectfully request therefore that the Council

1. The vacation of the following streets:
Fanning Street in its entirety

take the followin~
