575 <br /> <br />October 15.1996 <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $3,502,000 FOR IMPLEMENTATION <br />OF THE 1997 ACTION PLAN COMPONENT OF THE CITY'S CONSOLIDATED <br />COMMUNITY PLANNING AND DEVELOPMENT PLAN." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-361 - Resolution granting authority to the City Manager to convey a portion of the <br />abandoned CSX Railroad right-of-way in Churchland to the Industrial Development <br />Authority of the City of Portsmouth, Virginia. <br /> <br /> "Potential development of the old Churchland High School site could be <br />enhanced by the conveyance of the abandoned CSX Railroad right-of-way to the <br />Industrial Development Authority of the City of Portsmouth, Virginia. Use of this right- <br />of- way creates a larger site, and provides additional land to be used for required <br />drainage and other necessary development uses. <br /> <br /> I, therefore, recommend adoption of this resolution granting authority to the <br />City Manager to execute a deed for this right-of-way to the Industrial Development <br />Authority of the City of Portsmouth, Virginia, and any other documents necessary for <br />the use of this right-of-way for development of the old Churchland High School site <br />as the City Manager may deem to be in the best interest of the City." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION GRANTING AUTHORITY TO THE CITY MANAGER TO <br />CONVEY A PORTION OF THE ABANDONED CSX RAILROAD RIGHT-OF-WAY IN <br />CHURCHLAND TO THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY <br />OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia is the owner of the former CSX <br />Railroad right-of-way which lies in the Churchland area of the City, running northerly <br />boundary of the City of Chesapeake to the eastern boundary of the City of Suffolk; <br />and <br /> <br /> WHEREAS, a portion of said right-of-way lies adjacent to the old Churchland <br />High School site, which the City hopes to develop in the near future; and <br /> <br /> WHEREAS, it is deemed necessary to convey a portion of said right-of-way to <br />the Industrial Development Authority of the City of Portsmouth, Virginia, in order to <br />facilitate such development. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, granted authority to convey to the Industrial <br />Development Authority of the City of Portsmouth, Virginia, that portion of the <br />abandoned CSX railroad right-of-way lying in the City of Portsmouth, from its point of <br />intersection with the northern boundary of the City of Chesapeake to a point 200 feet <br />south of the southern dght- of-way line of High Street West. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is <br />authorized to execute such other documents and plats as he may deem necessary to <br />the appropriate use of said right-of-way, as he finds to be in the best interest of the <br />City of Portsmouth." <br /> <br /> <br />
