wee hereby request that ~he City ef Portsmouth plaee a cu~ and
gatte~ cub otb side~ of WasteEa Branch Road Between High St~ee~ and the Belt ~ine Railroad.
This is an improvement that has been badly needed for sometime.
You~will find that the following eonditions~exist:

~smfe o~ those who
ing through,

1. This particular s?ction is a very busy tho~ougl~Ta~e, as it is the entrance
of traffic from HighSt~eet to Port Norffolk.
2. The center of the street is ha~d-~e~face~. There a~e no h~ilt up sidewalks
where it is safe for people to walk.
3. On the east side of the street there is a ~idewalk that is even with the
street. M0to~ists d~ive a~d even parkc~ the sidewalk, thus endangering ti~e
lives of pedestri~us as well as moto~ists~ There a~e no ba~lers to keep
them off, bat banks up on the ~id~walk~ actually causing mud holes, ~nieh
remain~ntil the wate~ d~ies or soake~ ~u the gro~ad. ~here this exists,
residents must either ,walk ~hroughor a~ound muddy places to get to thei~
homes, in rainy weather, pedestrians passing th~ough, usualty walk in' the
street to avoid muddy sidewalk.
4. On the west side of the street, there is no sidewalk. A ditch without an
outlet z~u~s ~art of the way where the sidewalk should be. Pedestrians a~e
therefore ferce~ to ~atk on the side o2 the street. Drsfnage, is poo~ and
at times water bauks ~t the ¢o~ne~ of High S~eet and Western B~aneh Road.
May we ~rge you~ immediate attentmon to ou~ request fo~ the wel-
live and work on the street, as well a s 2~ the safety of the people pass-
