November 2 1996 <br /> <br /> At a Called Meeting of the City Council on Saturday, November 2, 1996, <br />there were present: <br /> <br /> *Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J, Thomas <br />Berm III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br />The following staff were present: <br /> <br />Sheila Powell Pittman, City Clerk <br />William Froehlich, City Assessor <br />Regina Hardngton, Principal Management Analyst <br />Karen Ellis, Principal Management Analyst <br />H. Timothy Little, Deputy City Manager <br />Johnna Whitaker, Deputy City Manager <br />C. W. McCoy, Deputy City Manager <br />Ken Wheeler, Director of Marketing and Communications <br />Matthew James, Director of Economic Development <br />James Gildea, Planning Director <br /> <br />96-366 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the BB & T <br />Board Room, 500 Crawford Street, 2nd Floor, 9:00 a.m., Saturday, November 2, <br />1996, for the purpose of a City Council Retreat. <br /> <br />In addition, you may consider a motion to go into an Executive Session. <br /> <br />By order of the Mayor." <br /> <br />96-367- The following items were discussed in during City Council Retreat: <br /> <br />1. How We Do Business <br /> <br />2. Communications Plan <br /> <br />3. Economic DevelopmentJFinanCial Planning <br /> <br /> Motion by Mr: Robinett, and seconded by Mr. Martin, to.go into Executive.. <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the~ <br />following: <br /> <br /> (1) Discussion or consideration of the condition, acquisition or use of real <br />property for a public purpose, or the disposition of publicly held property, as <br />permitted by Subsection (A)(3). <br /> <br /> (2) Discussion concerning a prospective business or industrY or expansion of <br />an existing business or industry where no previous announcement has been of same <br />in the community, as permitted by SubSection (A)(5). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Benn, and secodded by Mr. Robinett, pursuant to Section 2.1- <br />344.1 of the Code of Virginia certifying 'that to the best of the COuncil member's <br />knowledge during the immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br /> <br />
