<br /> Minutes of regular meeting held October 14th and called meeting of 0eSe-
<br />bet 24th, were read and approved.
<br />
<br /> 0n motion of Mr. Henderson, the privilege of the floo~ was granted Mr.S.J
<br />Pope of the Portsmouth Transit Company, who introduced Mr. Plant. Mr. Plant p~esented charts
<br />s_.~owing that there is no need of an additional bus on the Park View - Prentis Park line.
<br />
<br /> M~. ~P!ant ~agreed to confer with his Company and arrange an eight minute
<br />schedule on t his line fr~n apprex~tely 7:00 o'clock in the morning until 7:00 o'clock in
<br />the evening; also to contact the Cmty ~anager, who will notify the Council when this change
<br />will take effect.
<br />
<br />The following reports from the City Manager were read:

<br /> 1st - "The Police Department is concerned over the indiscriminate pu~-
<br />chase and resale of radios, clothing, wea~ing apparel of all types, ~hich quite often are
<br />stolen and find. thei~ way into pawn shops and second-hand stores.
<br /> We believe an ordinance controlling this would be desirable and
<br />would give us an opportunity to locate stolen property, and to that end, I am asking that you
<br />consider putting an c~dinance on its first reading ~nichwill require daily reports of pu~ -
<br />chases of second-hand merchandise of all kinds by licensed merchants."

<br /> Motion of Mr. Grimes that the following ordinance be placed on its first
<br />reading, was adopted:

<br /> 2nd - "I have brought to your attention twice previously, the increased

<br />sion of either cutting the g~ants or m~,ing~an appropriation ~f ~nds available to the end of

<br /> I am unable to see how we can reduce the allowances now made, as
<br />we screen them very carefully and I em of the opinion Shah the reduction o f Aid might harm
<br />some of the recipients of Relief.
<br /> I consider it of an emergency nature and I recommend an appropri-
<br />ation of $$,000.00 to finish out the year."

<br />Motion of Mr. Howard that said or~Linance be~placed on its first reading,

<br /> 4th - "Believing that it is necessary to develop some type ef j~il farm
<br />on not too elaborate a plan, I have conferred with Judge 0ast. ~no agreed with me that the use
<br />of a portion of the City Home property for that purpose would be very acceptabl~,~nd I~would
<br />~ppreciate your authority to make plans toward using a portion of this land for faEn purposes,
<br />for which we would use both prison and other labor.
<br /> inmy opinion, without too much cspital outlay, we could place
<br />this area on a basis of production that would allow the property to bring us revenue instead
<br />of a loss.
<br /> I am inclosing for yoU~ information a letter from Judge 0asS,
<br />which I think will be of interest."
