<br /> On motion of ~r. Sturtevant, the privilege of the floor was g~.anted
<br />~. ~. 0. La~r~ence, who presented the followi~ug:

<br /> "During the cast twenty months, the colored 52~CA v~_ich is a branch
<br />of the local white '2}ACA, has operated-a very successful project at Chestnut ~d Race St?eets,
<br />which was formerly occupied by the U.S.0. The service rendered the colored people in
<br />mu_uity by the use of this building has proven a great asset to the coramunity, and in turn, has
<br />aided our juvenile delmn~uent' _ record to a mmn~mum.~ '
<br /> ~Ve believe, ~ith the help of the Council, it is possible for the City
<br />~o see~e this building and then let the ~.SCA ~aake arrangements to take the building off the
<br />Cmty s hands for ~atever ~no~t of money the City would have had to pay for it, realizing,
<br />of course, that usual legal procedures would have to be followed. '

<br /> BUILDING REGULATIONS ZN THE CITT OF PORTSMOUTH, VA.a

<br />o2 two Norfolk County Schools ~s not included in the physical properties and therefore, at
<br />the end of the s~ool year, next June, provision:~ra~.st be made either to purchas~ or replace
<br />~he equipment.
<br /> 'Ye expected this and. made necessary arrangements in our fi
<br />nances. The Norfolk County School B. ard and Superintendent have taken the position t~t the
<br />instructional material and text books are a part of this equipment as well as other materials
<br />that were given for the shool children's use by'the Pa~ent Teachers' Association. ~ith this I
<br />thoroughly disag~ee, as the State of Virginia allowed ~2.00 per pupil ~ead for instruction_
<br />material for the children of these schools and also the children o f these schools g ave their
<br />text books into a pool that will allow all children t o receive text books.
