Howard, privilege of the floor was granted M~r. Mar- <br />~hall W. Butt~ ~nai~man of the Portsa',outh, Virginia World V~ar II HistolV Cow~tttee, who pre - <br />sented the following report: <br /> <br /> "The followim~ is a report of the Portsmouth Virginia World %Var I! <br />History Cou~nittee to the City Council of Portsmouth, Virginia, covering the period from ~pril <br />1st, 1946 through December, 1947. <br /> In twenty-one months of work, the Portsmouth Virginia 2~orld F;ar II <br />~_istory Committee compiled a reasonably complete record of Portsmouth's activities in World <br />%~ar II. <br /> The accomplistnnents of the cozmnittee are as follows: <br /> <br /> 1. Roster compiled of honorably dischs_vged men a nd women who <br />served in the armed forces dttring ~orld Ws_v II. An individual <br />card was made up on each person consisting of the following infor- <br />mation: name, service~ serial n~mber, address, selective Service <br />Board number, Order number, date and place of bir~ race, date <br />entered service, date discharged and branch of service. Seventy <br />five hundmed names were recorded. Check lists hav~ been dis <br />played in t~e public library and in the ~meric~u Legion Home so <br />t~at interested members of the public might submit any names <br />omitted. <br /> 2. Reports were ~o~ected from the municipal government, <br />civic oeganizattons, churches, newspapers, youth organizations, <br />war agencies, and various drives and special activit~les further- <br />ing the war effort. <br /> 3. The committee reviewed newspapers for the yea~s 1936 through <br />September, 19~V for items of more than cu~ent interest, analyzing <br />an5. evaluating the material concerning the changes which came to <br />Portsmouth in that period. <br /> <br />did work done and that <br />get, was adopted. <br /> <br /> The notes contain, among other activities, ~ae folloWing: <br /> <br /> 1. Work of the City Gover_~ent (executive department and city <br /> Council) in meeting the war ~nergency. <br /> ~o Navy Yard contz~ butions to Victory and the effect of the <br /> Navy Yard expansion on the community. 3. Houszng conditions ~ the City. <br /> 4. Employment i n r elation to lo'cal industrial trends. <br /> 5. Change Lu population. <br /> 6. Recreations~ p~ogr~ss. <br /> 7. Material shortages and Portsmouth's effort to combat their.. <br /> 8. Transportation an~.~ traffic problems. <br /> 9. Economic conditions, etC. <br /> <br /> Upon conclusion of the work of compilation the committee's files wer~ <br /> stored in the City Earket Building Lu accordance with t=e suggestion <br /> M <br /> of City anager ~rthur S. ~ens. <br /> Dr. W. Edwin Hemphill, Director of the Virginia World War II History <br /> Commission, has urged strenuously that the Portsmouth World War II <br /> History Cow~ittee proceed ~th the preparation o f a war history sim- <br /> ilar to those prepared by other~communities in t he State. Dr. Hemp- <br /> hill has expressed his willingness 'to appear before the Council to <br /> explain why he believes such a publication would benefit the City. <br /> Our Comm_ttee stands ready to engage the services of a pro2essional <br /> historian to write Portsmouth's War History, if the Cottucil authoriz <br /> es such action. We are willing to proceed, if the City so decrees. <br /> The decision rests with the Cotmcil.~ <br /> Motion of Er. Howard to offer our g rati$~de and thanks for the splen- <br />the employment of a histoxy, by the City, be referred to the City Maria- <br /> <br /> Motion ~f l~r. Barclay to grant the privilege of the floo~ to <br />0verton, Secretary of the Retail Merchants Association, who spoke in favor of ~,Daylight Sa~_ng <br />Time. Dayli~at Saving Time becoming the theme of discussion, seven persons talked against <br />Daylight Saving tim8 and three talked in favor of same, and the following petitionsin favor <br />of Daylight Saving Time were presented: <br /> <br />The Kiwanis Club, <br />~s.
