regarding additional police officers for the annexedarea. He has also presented a list of <br />Virginia cities which shows that the City o f Portsmouth has perhaps the smallest number of <br />police officers per one thousand population of auy of the cities. <br /> I have discussed this matter with Chief ~an and ws have decided <br />that eight additional officers will meet this situation adequately and I should like autho- <br />rization to employ these men. <br /> ~his will involve an additional expense of approximately ~10~000~ <br />for salaries and equipment for ~hese men for the period~July ist to Decemoer 3ist, i948.~ <br /> <br /> Motion of Mr. Howard to concur in the Manager's recommendation <br />and to place an appropriation of $10,000.00 on its first ream_rig, was adopted. <br /> <br /> 4th - ~Regarding the following resolution as presented by the <br />Portsmouth School Board to the City Council o n ~ay llth: <br /> <br /> ~T~t the School Board requests from the City <br />Council adequate funds to raise the maximum salary <br />scales ~00.; this amount shall be in three at, ual <br />increments of ~100. each.' <br /> <br /> It is esti~ated that to oomplywith this request during <br />the rest of 1948 will require an appropriation o f $4,980.00 and to comply with this request <br />through the calendar year of 1949 will require ~0,100o00o <br /> I recommend that the City Council make an appropriation~ <br />~B8;080.00 to ca~ry out this increase to the teachers for the period through December $1st, <br />1949. I feel that this money will be available from the Admission Tax which, according_to <br />our present check, ~ll run over the estimated budget for t~s revenue~~ <br /> <br /> Motion of l~r. B~ciay that we place on its first reading au ~pro. <br />priation of $4,960.00 for the balance of 1948, the appropriation fo~ 19~9 to be referred ~ <br />the 1949 budget, was adopted. <br /> <br /> 5th - "According t o a letter submitted zo you individually last <br />week; I again bring to your attention the school Board~s~request that you appropriate <br />$48,606;96 covering work'done and proposed to b e done in connectionw ith the Woodrow Wilson <br />~gh school fire damage and other improvements. <br /> I shall appreciate yot~r taking action on this matter in <br />order that we may pay the contractors for the work that has been done.~ <br /> <br /> Motion of Mr. Welshman thatwe place on its first reading an ap - <br />propriation of $36,771.96 and that $11,835.00 for work to be done, b e referred to the City <br />Manager/before additional expenae ia incurred, was adopted. <br /> and that the School Bee_vd confer with the City Manager <br /> 6th ~ "I.should like ~o advise the City ounc~l that the ~ty ~ <br />Engineer,s report shows that we nave mn excess Of one hundred twenty miles of secondary stree~ <br />which'will qualify under the new State ~ghway law.for ~niah the City of Portsmouth will re- <br />ceive $300°00 per mile per y~ar for maintenance of these streets. <br /> ~is pa~uuent is in addition to the payment r~eceived at pres- <br />ent for maintenance of streets in the primary system.~' <br /> <br />On motio~c~dered filed. <br /> <br /> 7th "! have a petition containing fifteen names of citizens <br />residing on Glasgow Street, asking that this street be limited to one-way travel of automo~ <br />biles and that they be permitted to travel from east tow est. Chief Duma recommends this <br />change. <br /> I suggest that~ we be authorized to advertise this cont~- <br />plated change and have a public hea~ing on same at the r~lar Council meeting on July l~th~ <br />at whioh ti~e tbs Council can make a decislon.~ <br /> <br />was adopted. <br /> <br />Motion of Mr. Sturtevant to concu~ in the ~anager~s suggestion, <br /> <br /> 8th - "I present the City Engineer's estimate of certain d~ain- <br />age work involving sewers, manholes, catch basins, head walls and pavement reolacement in Tyr <br />let Ward, which he states is in the nature of emergency work and should be do~e promptly to <br />t~ke care of the drainage in this section. <br /> The estimated cost of this work is $23,000.00-and should <br />be charged to Capital ~nprovements in the munexed area. <br /> ~e rebommend this appropriation." <br /> <br /> ~2 <br /> Motion of ~r.
