Jn~v 13th_ 1948. <br /> <br /> The report of the City Clerk and Auditor for <br />was received and ordered filed. <br /> <br />The following letter was read: <br /> <br />the month of Jttue,1948, <br /> <br />send you a copy <br /> <br /> ~The School Board, at its meeting on'Friday, July ~nd, directed me to <br />of the following resolution: <br /> <br />,That a letter be addressed to the City Council calling their <br />attention to the fact that a number of criticisms had recently <br />been made of the School Board on the floor of the City Council <br />which seemed to be from a 'lack of info~mation o n the pa~t of <br />the City Council and that the City Council b e requested to <br />range a conference with the School Board in order that there <br />might be a thorough discussZon of the matters in question. <br /> <br />Sincerely yours, <br /> <br />Clara H. Porter, Clerk, <br /> Portsmouth School Board.~ <br /> <br />The P~esident said he would call a conference of the Council to meet <br /> <br />with the School Board. <br /> <br />The following letter w~s' read and, on motion of ~r. How~d, referred <br /> <br />to the City Manager: <br /> <br /> "On January 8th, 1948, we w~ote you that the State Board of Correc- <br />tions had taken the following action inregard to the Portsmouth City lookup: <br /> <br />'Unless the minimum stauda~ds for jail construction <br />and equipment are met by December 31, 1948, this lookup <br />will not b e approved lo, further use.' <br /> <br />to providing the <br />Corrections. <br /> <br /> Please advise us as to the intentions of the City Council inr egard <br />City v~lth lookup facilities wh~ ch will meet the sts~dards of the Division of <br /> <br />Yours t~ly, <br /> <br />R.N. Youell, Acting Director, <br />Division of Corrections.~ <br /> <br />Motion o f Mr. Howard to go into the election of the High Constable, <br /> <br />was adopted. <br /> <br />The following applications w ere read: <br /> <br />M. E. Ootton <br />Charles L. Cain <br />John W. Owens <br />R.F. Che~y <br />Carl E. George <br />M. H. Nelson <br /> <br />withdrew his name. <br /> <br />~. Weiseman, who nominated James E. Jotliff at the speciai~eting, <br />On motion, all applications were placed i~ nomination. <br /> <br /> Nominations being closed and vote called for, N~. E. E. Cotton was <br />declared elected, and by the following vote: <br /> <br />For ~r. Cotton: Fox, Duke, Grimes, Henderson, Houghton, Howard. <br /> <br />For M~. Cain: Barclay, Stu~teva~t, Marten, ~eiseman, ~ilson <br /> <br />Motion of ~r. Sturtevant to ma~B ~r. Cotton's election unanimous, <br /> <br />was adopted. <br /> <br /> Messrs. D~uke and Houghton d~ew for long and short terms on the Coun- <br />cil. ~&v.
