<br />our attention that this lease-will be canceled. The Portsmouth Y.M.C~A. would like to request
<br />the City o f Portsmouth tO purchase this buildi~g~nd laud and in turn'lease the s~me to the
<br />Portsmouth Central Y.M.C.A., for She sum of $1.00 a year and other considerations. We would
<br />like to n~go~tiate this'~ease w~th an option to buy ~n a P!a~mutu~lt~ agreeable between

<br />caole to the 194@ funds. Aocordzngly, I 1/4% o~ bhe 1948 f~d.s prevmou~ty retained was appor-
<br />tioned among the~States on June 30th, 1948, consequently, Vmrgznia~s apportionment for 1948 was
<br />increased by $19,119.
<br /> Funds apportioned tuuder the 1948 Act were available for expenditure
<br />for two (2) fiscal years after the close of the fiscal year for whichsueh sumswere authorized
<br />and t944 Act funds~ for a period cf three (3) fiscal years after the close of the fiscal year
<br />for which tkey were authorized.
<br /> Funds made available u~der the 1948 Act are available immediately
<br />fo~ Fede~al'progr~w~ing, after which projects may be advanced to-construction u~de~ the Usual
<br />procedures, The only Federal limitation is that prior to July l, 1949, totalpayments te Vir-
<br />ginia on account of projects financed with funds provided by'the 1944 and 1945 Acts may ~ot ex-
<br />ceed the total of Virginia's apportionment of 1944 Act funds.
<br /> The distribution of 1945 Act funds will be in ~the s~me manner as
<br />prescribed for funds made available under the 1944 Act.
<br /> ~ile 19~l funds have not been apportioned by Federal authorities,
<br />we do not expeot any su, bstan~ial change from the sums made available for t9~0 ~ have used
