r <br /> <br />008 <br /> <br />December 1~. 1996~ <br /> <br />The pilot program will include a portion of Simonsdale, North Truxtun, Peachtree, <br />Cavalier Manor, and Cradock. <br /> <br />The proposed changes wil also allow for the assessment of fines and additional <br />collection charges when violations are indicated. <br /> <br />Additionally, homeowners will now be responsible for charges incurred by the City <br />when tree contractors fail to dispose of trees they cut. These fines and charges <br />will be assessed on the customer's bimonthly refuse bill. <br /> <br />Other changes include clarifying time and dates for refuse container collection <br />including allowing refuse containers to be placed out for collection the evemng <br />before and specifying where refuse containers must be placed. <br /> <br />In addition. Section 16-62 (c) defines the process ~n which a customer may be <br />exempted from the monthly refuse charge when the residence or place of <br />business is vacant. <br /> <br />Financial Impact: <br /> <br />· Some revenue may be generated with added charges and fines. <br /> <br />Madalyn Grimes 108 Florida Avenue, spoke in support of the bulk refuse collection <br />changes. <br /> <br /> Motion by Mr. Benn, and seponded by Mr. Martin, to adopt the following <br />ordinance, and was adopted by the folloWing vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 16, OF THE CODE OF THE CITY <br />OF PORTSMOUTH; VIRGINIA (1988) BY AMENDING SECTIONS 16-2, 16-31, 16- <br />35, 16-36, 16-62(C)AND REPEALING SECTION 16-71 THEREOF, PERTAINING <br />TO GARBAGE AND REFUSE". <br /> <br />AYes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Horley <br />Nays: None <br /> <br />96 - 413 - Ordinance to amend Section 2-63 and 2-68 of the City Code dealing with <br />the order of business at Council meetings and citizens addressing Council. <br /> <br />Resolution adopting the Rules of Order and Procedure of Portsmouth City Council. <br /> <br />Recommendation: <br /> <br />· City Code revisions pertaining to City Council meeting times, order of business, <br /> and citizens addreSsing the CounCil are presented for consideration. (Ordinance) <br /> <br />· Revisions to City Council's Rules of Order and Procedure as requeSted are <br /> presented for consideration. (Resolution) <br /> <br />Purpose and Need: <br /> <br />On November 2, 1996, City Council proposed several changes to their Rules of <br />Order and Procedure pertaining to the order of business and citizens addressing <br />the Council during meetings. <br /> <br />· City Council proposed that the nonagenda speakers be positioned to follow the <br /> planned meeting agenda items. <br /> <br />City Council proposed that public hearings and all regular meetings of the COuncil <br />be held on the second and fourth Tuesday evenings of each month, except for <br />December (second Tuesday only). <br /> <br /> <br />
