Inc. for improvements to the intersections of Portsmouth <br />Boulevard and Charlotte Drive, and Deep Creek Boulevard and EIliott Avenue. and <br />was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96 - 411 - Ordinance to appropriate $64,460 from the Public Utilities Capital <br />Improvements Fund for design, construction administration, and inspection of the <br />Churchland Tank Exterior Recoating Project <br /> <br />Motion to award the contract to AEC Engineenng. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $64,460 for design, construction <br /> administration and inspection~of the Churchland Tank Exterior Recoating Project. <br /> <br />· Approval of a motion to award the contract to the engineering firm of AEC <br /> Engineering. <br /> <br />Purpose and Need: <br /> <br />The 1995-2000 and the 1996-2001 Capital Improvement Plans as well as the <br />1994 Public Utilities Bond Referendum included funds to rehabilitate the exterior <br />of the 1.5 million gallon Churchland Elevated Tank. <br /> <br />The exterior painting system on this tank dates to 1971; is lead based; and has <br />deteriorated requiring removal and replacement. The proximity of this tank to <br />residential areas, children's day care, elderly housing and a private elementary <br />school requires special procedures. <br /> <br />ThiS tank's interior was recoated in 1988 and is lead free. Testing of the tank site <br />this year shows the grounds to be lead free. <br /> <br />The environmental requirements of this project are extensive and include a <br />community information and notification component; air quality and site monitoring; <br />and monitoring for compliance with OSHA's Lead Construction Worker rules. <br /> <br />Proposals from qualified engineering firms were solicited under a Request For <br />Proposal format and the engineering firm of AEC Engineering was selected. AEC <br />has previously provided similar services to the City on the rehabilitation of the <br />Effingham Street and Glensheallah Elevated Tanks as well as on the erection of <br />the Broad Street Tank. <br /> <br /> <br />
