<br />Hospital for members of the colored ~aee. A goodly number of members responded to the call of
<br />the meeting. The following resolution was discussed and ttuanimously adopted:
<br /> '~hereas, the Legislature of Virginia at its 1948 Session,
<br />made an appropriation for T.B. Hospitals in the State, since there is an urgent need fo~ such
<br />type of institutions; and,
<br /> ~!~ereas, ~. L.J. Roper, E~ate Health Commissioner, and his
<br /> sites £or said Hospital~; and,
<br /> ~F~S, the need for the same vzill cause an early decisioz
<br />
<br /> THEREFORE, Be it Resolved that the Portsmouth Nedical So -
<br />ciety hereby directs this appeal to Dr. L.J. Roper, State Health Commissioner, to locate the
<br />said T.B. Hospital in the City of Portsmouth, in sZid State;
<br /> Be it further Resolved, that the said City has absolute
<br />need for such institution and the population justifies the request for the said location; that
<br />the population of the City is in support of the Port~mouth Medical Society for its petition
<br />for the said T.B. Hospital; that mo such organization is in our City;
<br /> Be it further Resolved that proper hotel accommodations
<br />will be provided for the friends and relatives of patients of said Hospital.'

<br /> On motlon o f Nr. Houghton, the recommendation contained in the
<br />above communication was approved, and the following resolution was adopted:
<br />
<br /> ~Be it Resolved by the Council of the City of Portsmouth, that Dr.
<br />L.J. Roper, State Health Commissioner, be requested to locate the new Tubercular Hospital,
<br />posed to be erected by the Sta~e of Virginia, at a suitable locationi n or nea~ the City of
<br />Portsmouth, and west of the Elizabeth River."

<br /> The P~esident stated that h~ was in touch with Mr. Paul Betters,
<br />Executive Secretary of the United States Conference of Nayors, who stated that it was almost
<br />certain that the 81st Congress would provide money for Slum Clearanc$ and advised cities to
<br />make plans accordingly.
<br />* ~r. ~eiseman stated that the 1949 Budget carried a five per cent
<br /> increase to a large number of city employees, but some salaries were not increased at all.
<br />
<br /> Motion of ~Ar. ~eisen~an that the basic pay of ~l city employees,
<br />includir4~pensioners, whose salaries have not been increased in the 1949 Budget by at least
<br />five per cent, be increased by five per cent, was adopted.
<br /> On motion adjourned.
