<br />developed that such appointment is not necessary~at this time.

<br /> 1st "I~have a resolution which was presented by the Portsmouth Re-
<br />development and Housing Authority which they feel the Council should adopt, in crder to make
<br />available cert~ n vacant houses, in their projects, to tenauts other than veterans or service
<br />
<br /> Resolution -
<br /> ~I~EREAS, there exists within the City of Portsmouth a Neg~e
<br /> housi~ problem 9f.considerable~magnitude in~whi~h.a large
<br /> numberofNegro cmtmzsns are unable to find any lzvznt accommo-
<br /> dations for themselves and their families; and
<br /> ~YHEREAS, there are a number of vacancies existing in the Carver
<br /> Homes Housing Project now restricted to the accommodation of vet-
<br /> erans, service men and their families which, if rented to others
<br /> will provide for them, housing accoumuodations,
<br /> NO~J, THEREFORE, BE IT RESOLVEDby ~he Council of the City of
<br /> Portsmouth, Virginia, that the Portsmouth Redevelopment and
<br /> Housing Authority and/or such other Bureau or Agency as may be
<br /> in charge, be, and they are hereby requested to waive the restric-
<br /> tions now in effect, whereby the Carver Homes Housing Project is
<br /> restricted to use by veterans, service men and their families, so
<br /> that the acco~odations in the said project may be rented to non-
<br /> veterans and service men nee~ding the use of such a ccommodations.~

<br />On motion of ~. Grimes, said resolution was adopted.
<br />
<br /> 2nd - "! have a let~ter from the Suoerintendent of Schools Lu which he
<br />requests a partial payment on the construction contract fo~ the John Tyler School. The amount
<br />requested for January 1st was $55,000.00, and he anticipates that the amount due February 1st
<br />will be approximately $81,000o00. We can assume that this contract will run at about that
<br />amount for March 1st, also.
<br /> On an agreement with the purchasers of our sewage treatment bon~
<br />we stated that the City would not issue an~ more bonds until March, 19~9~ and in order to make
<br />these monthly payments on the school constz~ctien, it will be necessaz~y for you to authorize
<br />the City Auditor to pay these amounts from the General Fund, or make a short-term loan
<br />the banks to cover these payments until the school bonds are sold.~
<br />
<br /> An appropriation of $~A,68~.00 for John Tyler~ School, laid on t able on
<br />November 9th, was taken up.
