There were two large pipe about 40 in. high about 6 pieces 30 inches high, and therefore I do expect and am asking the Council to have the pipe replaced. i will be satisfied with 8 pieces of pipe 30 inches high and 6 or 8 ft~ long. The following letter was read and referred to the City Attorney: ~0n February 28rd, 1949, in the Civil and Police Court of the City, Emanuel ~yrick was convicted on the charge of cruelty to animals, the charge being, brought by ~.~. Floyd A. Sykes, Humane Officer of the City of Portsmouth Humane Society, a ndf ~ned $50.00 and costs, which fine was duly paid by Eyrick. Under Section 456~ of the Code of Virginia, the Portsmouth Humane Society is entitled to receive one half of the fines collectedLu these pros- ecuted cases. For yotur convenience, the Section is quoted as follows: 'Zu every case prosecuted upon the evidence, complaint or information of any officer or agent of say duly incorporated society f or the prevention o f cruelty to animals, one-half of the fine assessed against the ac- cused p~rson who may.have beau convicted, shall, upon the 9ollectzon ~f said fzne, b e paid over to the said ~ociet~ (1893-4, p. 163)~ ' This case was one af w~uton cruelty smd neglect to a horse, and we would appreciate it vary much to receive this portion o f the fine to whihwe are entitled, in order to carry on OUr work i n such cases~ Thanking you and assuring you of our appreciation~ your co-opera- tion, we are, Sincerely yo~s, Portsmouth Humaue Society, By Bessie H.
