This plant, while of war time construction, is ingood condition, and <br />these filters are modern in desigua nd operation. <br /> This is the third year we have recommended reconstruction of the <br />old plant as our capacity with the sixteen older units out of service ~ll be reduced to l0 <br />mgd. ~Ye are averaging on a year-~owud basis 10,180,O00 glad, actually in 1948 we filtered <br />3,7~8,95~,000 gallons, an increase of 83,0~1,000 gallons over <br /> Suppose we ass~uue a total ~afe yield from the entire ~lant a t 15 mg~ <br />which is high, w e can expect this to decrease ~apidly as the old piping b~ecomes clogged ~wlth <br />rust and sediment. <br /> We are now filtering over elevenmgd with peak of 15.O mgd December <br />~Sth, 1948. During June, July a~SAugust, 19~8, a wet year, we pumped an a~erage of over l0 mgd <br />with a top~ of lB,000,000 gallons. If we assume a reasonably dry summer, this figure would go <br />to perhaps 14 mg~ as it did in Ja~me, 19~ and 1945. in Februar~ 194~, we p~nped over 14 mgd <br />due to cold weather. Every indication points to a substantial zncrease for 194~ and unless <br />we can proceed at once, it will be di_f~cult to filter enough water to meet the demands durinE <br />the period of reconstruction. <br /> During 19~$, we made application for, and received funds from F.WA <br />for ~ ~,,~ ~ ...... ~ _~o.~ ~e em~&oved_= ~ Wzlew~ and~ ~tson, Consulting. Engineers,, . to p~epare plans <br />and specifications ihcluding contract documents for reconstructmng thzs plant to meet present <br />day requirements saf&ly and economically. Th~se plans and specifications have been approved <br />by the State Health Department a~fi ~ are rehdy to advertise for hide z~aedia ely, if so au - <br />thorized. We hope bids can b e secured before ~arch 1st in order that the contractor may be- <br />gin construction by April let, thereby giving him eight months before freezing weather inter- <br />feres with the operation of a partially completed plant. <br /> in summary, let's saywe cs_n safely deliver fifteen mgd. We agree we <br />can expeat the cons~mption will be above ll mgd with a peak o f 14 mgd without any allowance <br />for extinbuisb~nent of fires. The underwriters require approximately 9000 gallons per minute <br />for ten hours or 5,400,000 gallons per day. If we add the 5,400,000 gallons to the average of <br />ll mgd we have exceeded our capacity by more than I mgd. We have storage capacity i n Ports - <br />mouth for 6.5 million gallons of which 1.5 ~illion g&llons is not usable because the pumps <br />loose their suction at their level, therefore~ we can not rely on storage to any marked de~ee <br /> It is essential to always remember we must reduce our rated capacity <br />by 8 mgd, leaving l0 mgd during construction, therefore, it is easy to see we have waited too <br />long and unless we expeS_ite t~ms project we shall, v?zthout doubt, be in a much more critical <br />condition t~we were in 1943, when it became necessary to curtail the use of water. <br /> There is a provision mn the contrast w o~ the City of Suffolk which <br />states the principle in the dete~nination of rates s~all be that the Water Department receive <br />sufficient revenue to meet reasonable operating expenses, interest, sinking .fund, ~adpro.per <br />annual reserve for depreciation. The Water Department has accumulated approximately 1/2 mzllim <br />dollars which should be used to construct this plant. This procedure would comply ~ mth the <br />rate making provision of the contract with Suffolk. <br /> The health and ~zealth of two cities are in the balance sad there <br />isn't anyt_hing more vital to the successful operations of the department than t~he rapid comple~ <br />tion of the reconstruction of thais obsolete and inadequate filtration plant. ! again urge <br />~mediate aieproval of the a~vert~smno for bids to cover the entire reconstruction ~o as shown <br />by plans and specifications accompanyim~ this statement." <br /> <br /> Motion of ~%r.
