Hows~rd, the rules wero suspondod and a dolegation <br />from the American Federation of Labor spoke in rogard to a la~ger and bette~ parade on Labor <br />Day, and askod the Council to declare September ~rd - 10th Union Labor Wook. <br /> <br /> On motion of ~r. Nilson, the ~ayor was instructed to declare the week <br />Soptember Srd - 10th, Union Labor ~eok <br /> <br /> The following communications from the City ~anager were read: <br /> <br /> 1st - aI have attached hereto invoice from-Margaret E. Nyers, Justic <br />of the Peace,. D~ V. Higginbotha~. and A. B, ~estbrook, in the amount of 821 warrants at .80 <br />each or $410.S0. <br /> The subject was brought before you at a previous meeting and <br />I was instructed to get the total bills due for these warrants." <br /> <br /> Notion of Mr. Wilson to place an~ appropriation of $410.50 for said <br />purpose, on its first reading, was adopted. <br /> <br /> Bud - "For some ti~.e I have ~e.en studying the prices that we charge <br />fdr Cemetery lots and I mn of the opinion that all lots in all cemeteries should be sold with <br />perpetual care. I further reco~end that we charge the following rates in all o f our c emeter- <br />les for grave openings: <br /> <br /> $18.00 for box and vault graves <br /> Disinterring and reinterring - $~0.00 <br /> All lot prices to be as follows <br /> 1/2 ldt (e graves) <br /> I lot ~lS " ~ S00o00 <br /> I suggest .that .these p~ices apply at once." <br /> <br /> Motion of ~&r. Howard to plac~ the following ordinance on its first <br /> <br />'"AN 0PdDiNANCE PRESCRIBING FEES AND CHARGES FOR NORK DONE IN <br /> ~ CF~,~JETE~IES" <br /> <br /> 3rd - "SeVeral weeks ~go, members of the Board of Directors of the <br />Chamber of Commerce, met with the Norfolk Port Authority and I was asked to attand in <br />Fox's place. <br /> The subject discussed was~through-passenger ~rain service be- <br />tween Norfolk and ~ash~gton, and after considerable discussion, it was decided that ~achb <br />~anization would forward resolutions to the Norfolk and Nestern Railway and the R.F.~d P. <br /> ailway~endorsing this passenger service. I was asked to have your body approve and forward <br />such resolution." <br /> <br />On motio'n~f l~r. Howard, the following resolution was adopted: <br /> <br />"W~RREAS, it appears to the Council of the City <br /> of Portsmouth that a direct, fast and conver~iont <br /> railway passenger service is badly needed between <br /> Norfolk, Virginia ~nd W~shington, D.C., for' the <br /> convenience and comfort of persons residing, or <br /> wishing to do business, or visit in this community, <br /> NOW, T~EFORE, BE IT RESOLVED by the Council of <br /> the City of Portsmouth, Virginia, that the Norfolk <br /> and ~estern Railroad Company and the Richmond, P~edericks- <br /> burg _and Potomac Railroad Company be and they a~e hereby <br /> requested to inaugurate and place in operation a daily <br /> railroad p~ssenger service b.e~wean Norfolk, Virginia <br /> Washington, D.C., by a direct, fast and air-cond_~tioned <br /> train." <br /> <br /> 4th ~ The ~anager presented the following letter from.~r.
