Inclbsure - ~'Dear Senator Robertson: Reference is made to your letter of November let, 19~9, w~ith which you inclosed a copy of a resolution adopted by the Board of Supervisors of ~orfomk County, Virginia, and the City Council of Portsmouth, asking tha~ the Department of Defense recon- sider its action placing the Nansemond Ordnance Depot in an iaactive status. ~The need for re~renctnnent in Government economy makes it necessary for the Department of Defense to review constantly its requirements and effect savings zn ma~powe~ and money wherever possible. Therefore, a definite effort is continual ly being made to consolidate activities into fewer installations and to inactivate or eliminate inst~ lations to effect the maximum economy and at the same time ~ini~ze the impact on the effi- ciency of the Defense Establishment as a whole. A~ a result of the ~bove analysis of Department of the A~my installa- tions, it was determined that the Nanse mond Ordnance Depot could be declared excess to the needs of the Department of the Army on or about July 1st, 1950, since certain activities cur- rently conducted at this facility can b$ accomplished with equal efficiency at other 0rdnanc~ installations or can be entirely curtailed. ~nerefore, and in view of the ~act that the in- activation of this facility will not seriously impair the efficiency of the Nilitary Establi~ merit and will effect a savinge~ in manpower and money, it is regretted that it i~ not possibl~ to maintain this installation in au active status.
