<br /> WHEREAS, there exists in~ the~ City of Portsmouth, a need
<br />for such low-rent public housing at rents within the means
<br />of low-income families, especially families of living or de-
<br />ceased veterans and m~rvicemen, which need is not being met
<br />by pniva~e enterprise; and
<br /> ~HEREAS, such a condition constitutes a menace to the
<br />health, safety, morals and welfare of the inhabitants of the
<br />City;
<br /> N0~, THEREFORE, BE IT RESOLVED BY THE' COUNCIL OF THE CiTY
<br />OF PORTSMOUTH:

<br />hereby declare its intent ~o enter hereafter into an agreement
<br />with said. .Authority for the local co-epera.tion by the City i n
<br />the provision of said low-rent public housing which may b e re-
<br />quired by the Public Housing Administration ptt~suant to the
<br />United Sta~es Housing Act of 19~, as amended."

<br />Wi~EREAS, the Portsmouth Redevelopment and Housing Authority,
<br />Portsmouth, Virginia, has applied for and obtained from the
<br />Public Housing Administration, a P~ogram Reservation VA-l-A,
<br />for lOW-rent dwelling units to be developed pursuant to the
<br />United States Housing Act of 19~?, a s amended; and
<br />~S, the Portsmouth Redevelopment and Housing Authority,
<br />Portsmouth, Virginia, prpposes to ~ evelop and administer in
<br />the City o f Partsmouth, a housing program in connection with
<br />the development of not to exceed appro~mately 1065 dwelling
<br />units of low-rent public housing; and
<br />WHEREAS, there exists in t he City of Portsmouth, a need for
<br />such low-rent public housing at rents within t he means of
<br />low-income £amilies, especially families of living or de-
<br />ceased veterans or servicemen, which need is not beingm et by
<br />private enterprise; and
<br />VJHEREAS, sucha condition constitutes a menace to the health,
<br />safety, mo~als and welfare of the inhabitants of the City; and
<br />~EREAS. in the carrying out of this program it is necessary
<br />that the City of Portsmouth enter i nrc a Co-opera,ion Agreement
<br />with the Portsmouth Redevelopment and Housing Authority,Por~s-
<br />mouth, Virginia, providing for localco-operation required by
<br />the Public Housing Administration pursuant to the United States
<br />Mousing Act of t93V, as amended;
<br />N0~, THEREFORE, BE IT ~ESOLVED, by the Cou~ci~ of the City of
<br />~0rtsmouth, that the City of Portsmouth, Virginia, shall enter
<br />into a Co-operation Agreement with the Portsmouth Redevelopment
<br />and Housing Authority~ Portsmouth, Virginia, which shall be in
<br />substantially the follo~ng foEn.
<br />BE IT ~FURTHF~ RESOLVED that Leslie To Fox, Mayor of the City
<br />of Portsmouth,'Virginia, be and is hereby authorized to execute
