<br />attendion, a-few of the deplorable unsanitary conditions in our City, especially where the
<br />Negroes live.
<br /> A large number of streets in the Negro section r~ve never been curbed
<br />or guttered.-These streets are the breeding places bf flies and filth. The flies that breed
<br />in this stagnant water are no respec~ors of persons. ~
<br /> C~estnut St. from the Seaboard Railroad, going~south to Gosport ~oad
<br />is a disgrace. The Y.M'C.A. fronts the area. Columbia, Cut__rzell,h ' Green, Elm Ave. and Godwin
<br />tis. (between King and High) are all in the same condition, and tt~re are many more where Ne-
<br />groes live.
<br /> ~e are asking you to curb and g~tter these streets because we want a
<br />clear, er, healthier, ~d a better loo~ing City of Portsmouth.
<br /> ~e ~ould also like to call your at~ention to the fact that a traffic
<br />light i~ needed very ba~ly on the corner of Chestnut and London Sts. There have been several
<br />serzous accidents there. This is a very dangerous corner for traffic and pedestrians. Also,
<br />the sewer at the corne~ ofEff~nghem' and Glasgow Sts. does not ca~y off the water."

<br />tion of voters for the City of Portsmouth during the year of 19~0, the Electoral Board of the
<br />City of Portsmouth has reached the conclusion that itwould~be impracticable to require the
<br />completion of such re-registration p riot to April 1st, 1950.
<br /> In order to afford all citizens an ample opportunity to register
<br />and at the same time to avoid confusion in the two primaries and two g en~ral elections which
<br />will be held during the ~ear of lgS0, ~he Board has determined to conduct the re-reEistration
<br />during as much o f the year of 19~0 as conditions may require, conducting all the 1980 elec-
<br />tions on the existing Registration Books and making the new registration application to all
<br />elections conducted after January lsd, 198l.~
