Vass~City <br /> <br />Minutes of regular meeting held on February i4th, <br /> <br />1950 were read and <br /> <br /> The following report from the Pla~ingand Zoning Con~aission was read <br /> '~Pursuant to the provisions of the Zoning ordinance, notice is <br /> hereby given that a public hearing will be held at 7:30 P.E., <br /> on Tuesday, February Seth,~195© in the Court of Hustings Court <br /> Room, Portsmouth, Virginia, for the purpose of altering zones <br /> and reclassifying the following property: <br /> <br /> l, Northwest corner of-Caroline and Griffin Streets, <br /> lots ~-~-6 Block 69, 90 x 108~ 6" from Single <br /> Family !~velling Class B to _~h¥o Family Z~velling <br /> Class C. <br /> SOl~ Kingman Avenue, 1Ct ~5 and part of <br /> ft. x 150 ft., from Single Farail3 Dwelling Class <br /> A to ~vo Family Dwelling Class C~~ <br /> ~otion of ~fr. Houghton to concur in the recommendation of the Zoning <br />Conm~ission was-adopted. <br /> <br /> The following letters from the City ~anager were read: <br /> <br /> let -~i azu submitting herewith an ordinance in relation to uniforms <br />and badges prescribed for the members of the Portsmouth Police Departmuent and I recommend tha~ <br />it be olaced on its first reading." <br /> Motion of N~r. ~eiseman ~o place the following ordinance on its first <br />reading was adopted: <br /> <br /> "AN 0RDINANCEREk&TING TO UNIF0~SAND BADGES 0FEE~BERS <br /> .0FTHE POLICEDEPARTMENT A~ PROVIDING A PENALTY FOR <br /> VIOI~TION THEREOF" <br /> <br /> 2nd ~i am submitting a petition from the residents of the Carver <br />Homes area of Portsmouth and I reoon~nend that it be given consLder~tionwhen the Council is <br />discussing traffic problems." <br /> <br /> Motion o f Er. Hou~atan to concur in the ~auager's recommendation was <br />adopted. <br /> <br /> . and a contract from the ous~n~ <br /> -5rd - '~I am attaching hereto a letter H <br />and Home Finance Agency of thePublic Housim~ Admznzstration. I recon~mend that I be authorzz. <br />ed to execute the said contract through the proper channels.~ <br /> Motion o f Mr. Duke ~o conc'~r in the Manager's recommendation and that <br />proper officers be authorized to sign s aid contract, was adopted. <br /> 4t~ - "I ~ submitting herewith a ~report concerning the closing of <br />the U.S;0. Building here in PortsmoUth. <br /> I have been requested to secure quarters for the colored U.S.( <br />for the City and have been advised by ~r. R.M.~Bullock, Real Estat~ Agent that Y~s. White,who <br />owns the building, will lease the ~building ~or'the sum of ~75.00 per month, and I r econ~aend <br />that an mmount not to exceed $300.00 be placed on its first reading to pay the rent through <br /> <br />June 30th, i950.~ <br /> <br /> Motion of Mr. <br />with securing a lease on t he property <br />$300.00 for said purpose be placed on <br /> <br />Howard that the City M~mger be authorized to proceed <br />for the colored U~S.0~, and t~at au_ appropriation of <br />z~s first reading, was adopted. <br /> <br /> 5th - "I am submitting herewith a recor~mendation thav the Council <br /> · n <br />adopt a resolut~o authorizing the Atlantic Coast Line Hallway Company ~o discontinue the <br />services of a watchman at the Florida Avenue crossing, the Mount Vernon Avenue crossing,Broad <br />Street crossing and Chau~auqu~ Avenue crossing when the proper typ~ of signal lights have beem <br /> <br />installed at <br />adopted. <br /> <br />these <br /> <br />oross~ngs~ <br /> <br /> Motion of <br /> <br />representatives <br /> <br />Howard to concur in the ~ar~ger~s recommendation,was <br /> <br /> Motion of Mr. Weiseman that tb~e foilowing resolution be sent to <br />in the Legislature~was adopted~ <br /> <br /> ~%~REAB, it is rumored that the State of Virginia, <br /> or one of its agencies, has purchased $1~000~000.00 <br /> of the bonds issued-by the Elizabeth River Bridge and Tunnel <br /> District, therefore, <br /> <br /> <br />
