Grimes to concur in the Nar~ger~s reconm~endation,was <br />adopted. <br /> <br /> 0th - "0n February lSth, 1950, you tentatively approved several <br />Federal Aid Highway routes through the City of Portsmouth. <br /> Since ,the abe ye date, I have received a map from~e De- <br />partment of Highways in Richmond, Virginia, designated as u~ban area map of the Cityof <br />Portsmouth, Virginia, dated December 18~ 19~9 on whLch is shown the presently approve{ ~ban <br />extension for Federal Aid expenditures and also a n~mber of Federal Aid Secondary Highway ex- <br />tensions that did not appear on the previous <br /> I therefore reco~muend that the C~ncii approve the new ex- <br />tensions a s submitted on~ said map, a copy Of ~aich is on file in the City Engine er~s office. <br /> <br />~Otion of Mr. houghton to approve the new extensions was adopted. <br /> <br /> 7th - ~I have B~en advised that in the past, t~ke City Audito~ has <br />from time to time transferred funds from one account to anothar, in order to meet obligations <br />due the City. <br /> I am not aware ~ the Auditor has had blanket authority <br />from the Co~cilo However, I ~ of the opinion that no transfers ~hould be made from. one <br />fund to another without authority of the City Council. In order to meet the request of the <br />School Board for the sum of $1.~0,000.00, it is necessarythat the sum of $60,000.00 be trane= <br />ferred temporarily fr°m the Utmlity Tax Fund to the General F~uud. <br /> I recommend that the City Auditom be authorized to make <br />this transfer. ~ <br /> <br />Notion of Nr. Bilisoly to conc~ in the recommendation was adopted, <br /> <br /> 8th ~ ~I take pleasure in reporting that i have been advised by <br />~r. A. E~ Parker, City Collector,~that all delinquent taxes have been properly prepared and <br />contracts dravaa for submission toseveral attorneys for the collection of the same and that <br />the taxes will be turned over to the said attorneys v~lthin the ~xt five days, wi~h instruc- <br />tions that theyproceed immediately to endeavor to collect all the delinquent taxes due the <br />City as provided in a Resolution of the Council dated Augast 9th, <br /> <br /> On motion filed. <br /> <br /> 9th - "For the past six m~nths, the Director of Public Safety, the <br />Chief of Police and myself have made a survey of the question of directing the pedestrian <br />traffic at the several schools located withint he city l~its of the City of Portsmouth~ Va~ <br /> ~e have done considerable research and have fo~udd that a <br />number of the larger cities in the United States have secured the services of a number of in- <br />terested ladies, usually the parents of children a trending the s~nools, who have agreed to <br />direct~the school children traffic at the schools d~ing school hours. From our investigati~ <br />we have found that this method of directing school children traffic has proved satisfactory <br />in other place~ <br /> The Director of Public Safety and the Chief of Police have <br />conferred with a number of P.T~A. groups and other women's organizations and with individuals <br />and they feel that there are enough Iadies int~resSed to enable the city to employ a suffi- <br />cient number of police women t o perform the duties atthe schools during school hours to adc <br />quately direct the school children traffic. <br /> It will require fifteen police women daily during school <br />ho~s and since they will be required to spend a minim~ of three hours per day on duty, we <br />have agreed that the sum of $50.00 per month would be a reasonable compensation for t heir <br />Services. <br /> This would require an additional appropriation for khe <br />year 19~0 in the s~ of $~,S$0.00 or an annual, amount in the <br /> We are of the opinion that by relievi~ th~ regular police <br />officers from this type of work that it wo~d enable them to do a much better job in policing <br />the C~ty, aha at the ~ame ~.e the cmty would be collecting a sufficient ~mount for fines for <br />trafemc VlOlao n a c n t f t d <br /> - ~zo s o o-apensa e or he a ditmonal cost of the police women. <br /> i therefore recommend that the City ~nager be authorized <br />bo ~ut.into effect the foregoing recommendation of the~Director of Public Safety and the Chi~ <br />o£ ~olmce on a trial basis and I recommend that an appropriation in the sum of $B,S$0'00 for <br />the p~pose of defraying the ex_oense of the project, be authorized." <br /> <br /> Notion of ~.
