Grimes~ Carl C. <br /> Houghton~Jr.~ James N. Howard~ R. Irvine Smith~ E. Robie <br /> Sturtevant~ C.E. Warren~ H. Earl Weiseman~ Pearle J. Wilson~ <br /> I. G. Vass~ City Manager~ and R. C. Barclay~ City Attorney. <br /> <br /> Tice President Wilson in the Chair. <br /> <br /> The following reports from the City Man, get,ere read: <br /> <br /> ist - "As directed by a resolution adopted at your last meeting~ <br />I offered for sale at public auction~ for cash in front of the Court House~ on Saturday~ <br />October 21st~ 19~0~ at 12 o'clock M.~ after ten deys notice by publication in the Portsmoz <br />Star'~ lots 137. 1397 !~l and 1~2 on the plat of Pinners Point Waterfront Comoany. <br /> Lots 1~i and 1~2 were ourchased by B.L. Rose f~r $~2~.00 <br />lots ~137 ~ud 138 were purchased by the Trustees of th~ Pinners Point Methodist Church for <br />the s~m of $200.00. I recommend that the sales be confirmed and that I be authorized to <br />execute the deeds to the purchasers or to such person or persons as they may direct." <br /> <br /> Motion of Mr. Howard that the City Manager be authorized to execute <br />the ~eds~ was adopted. <br /> <br /> 2nd - "I am recommending that the attached ordinance providir~ <br />the refunding of ~9~0~O00.00 Portsmouth bonds~ be placed on its first reading." <br /> <br /> Motion of Mr. Houghton thmt the following ordinance be placed on its <br />first reading~ was adopted: <br /> <br />"AN 0RDIE~NCE AUTHORIZING THE ISSUANCE OF NINE ~DRED AND <br />FIFTY THOUSAI~ DOLLARS OF REFUNDING BONDS OF THE CITY OF <br />PORTSMOUTH~ VIRGINIA ~ ~KING PROVISION FOR THE FORUM OF- SAID <br />BOhrDS~ AND FOR T~ pAVemENT T~REOF." <br /> <br /> 3rd - "I am attaching an ordinance authorizing the issuing of <br />$62~000.00 Improvement Bonds and~commend that it be placed on its first reading." <br /> <br />reading was adooted: <br /> <br />Motion of Mr. Bilisoly to olace the fo!low~_ o_dmnancew ' on its first <br /> <br />"~N ORDINANCE AUTHORIZING THE ISSUANCE OF SIX ~RED A~D <br />~/~ENTY-FIVE THOUSAND DOLLARS OF IMPROVEMENT BOh~DS OF THE <br />CITY OF PORTSMOUTH~ VIRGINI~ M~KING PROVISION FOR THE FORM <br />OF SAID BONDS~ AND FOR THE PAYMENT THEREOF." <br /> <br /> 4th "The Retail Merchants Association has requested that the <br />City bear the expense of the electric current for ooera2ing the Christmas lights to be in- <br />stalled on certain streets within the City. I r~com~en5 that their request be concurred in." <br /> <br />Manager~ was adopted. <br /> <br />Motion of Mr. Sturtevant to conc~ in the recommendation of the City <br /> <br /> ~th - "I submit herewith a letter received from M~. W.D. Simpson~ <br />Chief Engineer~ Seaboard Air Line Railroad Company~ concerning a resolution recently adopted <br />by City Co~cil ~uthorizing the City Manager and Clerk of the Council to sign an~reement <br />for s water line crossing the right of way of the Railroad Company and recommend that the <br />resolution be amended to read as follows: <br /> 'I em inclosing an agreement from the Seaboard Air <br /> Line Railroad Company for a license to locate a <br /> water line on C~lumbus Avenue on the property of <br /> said Railroad C~moany.' <br /> I recommend that the City Manager be authorized to sign the <br />agreement and that the Clerk of the Council be euthorized to ~ttest and affix the seal of <br />the City to the said instrument." <br /> <br /> Motion of Mr. Grimes that the City Manager be authorized to sign the <br />amended agreement and that the Clerk of the CoUncil be authorized to attest and affix the <br />se~ of the City of Portsmouth~ was adopted. <br /> <br /> 6th - "I sm submitting herewith a contract between the firm o f Har- <br />rison Batlard and Allen~ 123 E. 77th St.~ New York~ N.Y. and the City of Portsmouth~ Vir- <br />ginia for certain work to be performed by the said Company. <br /> I recommend that the City Man~ger be authorized and directed <br />to sign the agreement on behalf of the City ~nd that the Clerk of the Council be authorized <br />to attest and affix the seal of the City to the same.~ <br /> <br /> Motion <br />the contract and that the City <br />was adopted. <br />7th - <br />Director of the Richmond Field <br /> <br /> Attached - <br /> "Thank <br />ence to the disposition of the <br /> <br />of M~.
